Job Description:
Responsible for the operation and administration of the Meter Data Management System (MDMS) and acting with full responsibility as a project/program leader in the areas of meter data analysis, and associated processes for acquiring, translating validating, analyzing, estimating and editing the data in order to provide timely, accurate, complete and audit-compliant delivery point information. Includes interchange, generation and settlement point bidirectional electric power demand and energy management data. Responsible for providing data acquisition and analysis in a reliable, timely and secure manner and ensure accuracy and availability of the data for use by multiple internal and external users.
Note: There is one position available and the position will be filled at one of four job grade levels: Meter Data Analyst I, job grade 6; Meter Data Analyst II, job grade 7, Meter Data Analyst III, job grade 8; or Senior Meter Data Analyst, job grade 9. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Responsibilities:
Perform as a project/program leader and/or manager for projects involving the management of the MDMS application to include upgrades, patches, fixes, or other issues related to the collection and maintenance of meter data, stability of the platform and interaction with the OEM vendor.
Develop, implement, and maintain change control and testing processes for modifications to the MDMS and its integration with other metering related information systems.
Perform operating system, database administration, programming, data import and export, testing, backups, documentation, maintenance, and security monitoring for the reliable, trusted, high availability operation of the primary and backup MDMS, to assure the accurate, complete, timely, and audit-compliant acquisition, translation, validation, analysis, estimation, storage and archiving, retrieval, and presentation availability of metering data as part of an end-to-end meter data management process comprising the host MDMS and remote metering devices located throughout Tri-State's service territory (the "MDM Process").
Interact with and assist Tri-State or other entity metering personnel including, but not limited to, engineers, specialists, analysts, and maintenance technicians, in order to commission, troubleshoot, test, and maintain the integrity of the MDM Process for all necessary meters.
Interact with and assist internal (including Tri-State Energy Management, System Planning, System Operations, Maintenance, and Engineering) and external (including Member Systems, other utilities, transmission operators, and power producers) users and providers of meter data to execute direct remote read collection or file transfer uploads, meter data import and export, and to resolve MDMS use or metering data questions, issues, or problems to support the billing, reconciliation, and settlements of power and energy accounts, and contractual requirements with Member Systems, other utilities, transmission operators, and other entities.
Provision and administer meter channel, service point, and user accounts in the MDMS.
Program functions and calculations performed by the MDMS; produce, or assist users in producing, aggregations, data transfer files, or reports as needed by meter data users.
Identify, and assist in the analysis and correction of, meter data anomalies to ensure meter data accuracy and quality.
Maintain tracking documentation of all changes to the MDMS database.
Interact with MDMS vendor and Tri-State Information Technology staff (I.T.), Transmission Maintenance and Telecommunications personnel to ensure proper, reliable, updated, and fully utilized operation of the MDMS and associated software, servers, and network in the production and test environments.
Assist with development and management of requirements, policies, procedures (including testing), documentation, tracking and reporting tools, methods and operating/workflow models for the operation, network support, compliance, and training for the MDMS.
Provide training to new MDAA employees and other users of the MDMS application and its functions.
Participate as a member of multiple disciplinary work groups within or external to Tri-State regarding metering data, systems, inventory, recordkeeping, integration with other systems, and process matters, including, but not limited to, the Metering Issues Task Force (MITF), Transmission Maintenance Technical Support (TMTS), Geographic Information System (GIS), internal, and external metering data users.
Support transition and development of the MDM Process necessary for organized market participation.
Develop/coordinate reports related to metering data and MDMS operation.
Assure compliance with North American Electric Reliability Corporation (NERC) Cyber Security requirements to include development and on-going administration of policies and procedures and work closely with the Substation Automation Supervisor and the Reliability Compliance Department to ensure regulatory compliance.
Perform security audits and compliance activities to identify and mitigate vulnerabilities, risks and breaches; report on control maturity, compliance status, and gap identification.
Develop/coordinate business process documentation and operating/workflow models, which include both documentation of existing processes, and modeling of future processes for improvements and efficiencies.

Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.
OTHER DUTIES/RESPONSIBILITIES
Maintain current knowledge of trends and issues in the meter data management area to include new technology, equipment, configurations, processes, and vendor/system capabilities, including attending training and educational sessions on the MDMS, metering devices and circuits, and related systems, devices, and technologies.
May be required to work irregular hours and be "on-call" from time to time, as necessary to perform MDMS after-hours maintenance or patch testing and/or acquire and provide metering data as and when needed by users in support of Tri-State's business processes.
Travel occasionally as required (must possess a valid driver's license), including attending system training and conferences, meetings at headquarters, meetings with other meter data providers and users, and travel between primary MDMS location at main headquarters/operations center and back up MDMS location.
Must be able to demonstrate performance of all of the essential functions of the position.

Qualifications:
Education and Training
Bachelor's degree in Information Technology, Computer Information Systems, or an equivalent combination of experience and education.
Training and/or equivalent experience in the areas of electric utility meter data management systems.
Knowledge, Skills, and Ability:
Ability to apply principles and practices of information technology and computer information systems, including hardware, operating systems, and software applications, software troubleshooting, quality assurance and security, relational databases including queries, tables, functions, and stored procedures.
