The primary purpose of this position is: To protect the organization from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information considered vital to mission interests, national defense and national security by serving as the Chief of Information Protection at the Wing level, providing security program management in support of the installation.
Duties
:
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed. Develops performance standards.
Plans, organizes, and directs the activities of the Wing IP office, ensuring the office complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and Wing/IP objectives. Researches, interprets, analyzes and applies Presidential Executive Orders, Department of War and DAF Instructions and MAJCOM directives. Establishes policies and procedures for accomplishment of the broad missions of the Wing which specifically focus on the protection of the classified information owned or possessed by the Unites States. Coordinates plans and schedules with other organization managers and customers as appropriate. Structures assignments to create effective and economical positions. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points.
Represents the Wing with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with Air Force Global Strike Command Information Protection Staff. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency.
Administers information protection programs to assure secure accomplishment of all Wing missions, goals and objectives through proactive application of information protection principles, policies and practices. Provides timely, objective, expertly-guided, unfiltered, risk-based situation awareness, analyses, and countermeasure recommendations to assure mission protection and success. Provides the commander a meaningful, enterprise-wide awareness of any situation based on assessment of the myriad of threats and vulnerabilities, priorities of targets, impact of their loss, and effectiveness of alternative counter measures. Responsible for effective and integrated performance of all IP activities to include those not aligned within the IP Office. Responsible for integrating over 40 multi-functional disciplines spread across nine functional staff elements, to affect cohesive strategies designed to mitigate the compromise, loss, unauthorized access/disclosure, destruction, distortion or non-accessibility of mission-related assets including sensitive and/or classified information, technology, equipment, facilities, and people. Receives and shares information across numerous organizations to leverage the vital information needed to detect threats and prevent loss/compromise of classified information and espionage.
Chairs the Wing Security Advisory Group (WSAG) comprised of different functions/organizations across the command. Responsible and has authority to direct the activities of this group in developing integrated, executable risk mitigation proposals and actions to resolve major conflicts in policy and program objectives through a collection of disparate, diversely-aligned organizations. Provides comprehensive written reviews, results and recommendations to MAJCOM and Air Force regarding issues addressed. Recommends new methods and modifications for enhancing efficiency of security systems applicable across the Air Force. Directs and leads broad studies, encompassing specific Wing issues as well as agency-wide reviews. Identifies trends and develops managed process solutions to mitigate risks and interdependencies. Advises senior managers on new developments in technology and proposes major agency security projects. Notifies Wing and other senior Air Force managers when conflicts or cross functional issues prevent mission assurance or have far-reaching or inter-agency implications. Performs extensive analysis and coordination to implement security plans and programs, such as conflicting requirements or objectives that may be imposed by other agencies. Collaborates with Air Force and other defense agency intelligence experts formally and informally. Anticipates security requirements and resources.
