Join Our Team at DCFS: Accountant Manager 1
This position works within the Fiscal Services Payment Management- Contract Unit. The incumbent of this position manages the fiscal operations for the unit and should possess a complete and comprehensive understanding of generally accepted accounting principles (GAAP) as well as generally accepted auditing standards (GAAS). Applicants with a complete understanding of the LAGOV ERP system, key business functions and State of Louisiana policies are encouraged to apply.
Minimum Qualifications
Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Manages the fiscal operations for the Travel and LaCarte subunit within DCFS' LaGov Payment Management unit.
Directs the preparation of financial reports to the Office of State Travel, banking institutions and other discal, budget and program personnel within DCFS.
Assures financial activity complies with GAAP, federal, state, and departmental rules and regulations.
Prepares required fiscal reports which include the compilation and analysis of data for submission to the CFO and Undersecretary.
Maintains a system of internal accounting controls to ensure reconciliations and adjustments are performed in accordance with GAAP.
Serves on project teams in the design, development and/or implementation of new management information systems, and in the enhancement of existing systems.
Performs special projects as assigned.
Position-Specific Details:
Appointment Type: Probational, Promotional, or Job Appointment. This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months or by promotion of a permanent classified employee.
Works Schedule: Typically, work hours are 8:00 am to 4:30 pm, Monday - Friday. Flexible work schedules are available after meeting certain criteria and is dependent upon the position you are applying for. Some positions require working shifts.
