Summary Serves as an Industrial Hygienist who provides direct project management, technical direction and program execution support to the National Airspace System field units. Reports directly to the Technical Operations, Technical Services Organization, Environmental Occupational Safety and Health (EOSH) Support Operations Group (EOSG), EOSH Program Support Center. Responsibilities Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Directs and manages all health and industrial hygiene program objectives and goals for the Service Area. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements. Provides consultation services to other Occupational Safety and Health Specialists, Requirement Specialists, Engineers Managers. Provides direction to managers to ensure all plans and programs incorporate Federal and state mandated health and safety standards into work procedures. Develops and executes programs in occupational safety and health in areas including but not limited to: Radiation safety, asbestos, hearing conservation, mold management, indoor air quality, ergonomics, blood-borne pathogens, occupational medical surveillance, respiratory protection, personal protective equipment, first aid/CPR/AED, general Industrial Hygiene, hazardous chemicals, confined space and other industrial/environmental health programs. Recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Formulates and recommends to senior management positions on major projects/ policies/ issues. May act as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities. Develops and delivers training on industrial hygiene related topics. Applies experience and expert knowledge to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that impact on the accomplishment of strategic objectives. Provides leadership and guidance on performing in-depth monitoring, testing, and sampling for health hazards. Recommends actions to eliminate or control health hazards through new technology, improved procedures, or administrative controls. Reviews contractor technical report/lab results, analyzes the data and determines the validity of findings and recommendations. Functions as the Service Area Certified industrial Hygienist to advise managers on health risks. Conducts measurements using industrial hygiene meters and industrial hygiene sampling using photoionization detectors, gas detectors, air sampling pumps, dust monitoring equipment, ionizing and non-ionizing radiation monitors, and other state of the art monitoring equipment. Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Participates as the recognized/Certified Industrial Hygienist in committees, in Bargaining Unit Actions, and represents the FAA at national policy Forums. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations as situations require. Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SO's and often impact on the objectives of the FAA. Qualifications Basic Requirements The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements: A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or Certification from the Board for Global EHS Credentialing (formerly American Board of Industrial Hygiene(external link) (ABIH)). To qualify for this position, in addition to the Basic Requirements, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS 13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience is: Experience using industrial hygiene and monitoring equipment to measure workplace exposures, analyze collected data, assess potential health effects on employees, and recommend appropriate control measures.
