The Texas General Land Office is seeking a Staff Software Engineer (Programmer IV) within the Information Technology Services Department of the agency.Performs advanced (senior-level) computer programming and application development work for the Information Technology Services (ITS) division. Serving as a member of the application development team, this position is responsible for designing, developing, enhancing, and supporting enterprise applications that enable agency programs and business operations.Work involves analyzing business and technical requirements; designing and implementing software solutions; developing and maintaining application components and integrations; troubleshooting complex application issues; and ensuring solutions meet established standards for quality, reliability, security, and maintainability. Serving as a senior software engineering contributor, this position designs, develops, and maintains solutions across Dynamics 365, Power Platform, Azure-integrated, and hybrid environments that support critical business functions and strategic initiatives.This role contributes to the modernization, reliability, and scalability of enterprise systems by delivering application enhancements, implementing integrations, resolving complex technical issues, and promoting development best practices. The Programmer IV partners closely with Systems Analysts, product owners, business stakeholders, and technical teams to translate business requirements into secure, maintainable, and effective software solutions while ensuring alignment with architectural, security, and operational standards.Operating as a hands-on senior contributor, the Programmer IV serves as a technical resource for application design, development, and integration efforts. Regularly writes and reviews complex production code; implements key features and integrations; and resolves advanced defects to support reliable application delivery.
System Analysis, Design Implementation - Analyzes business and technical requirements and designs application-level solutions aligned with established architectural standards. Integrates multiple components or services to ensure solutions meet functional, performance, security, and maintainability requirements.
Quality, Reliability Operational Support - Establishes and supports quality, reliability, and supportability expectations for applications. Leads advanced troubleshooting, incident response, and root-cause analysis for complex application issues to ensure service continuity.
Automation, Tools Continuous Improvement - Expands and applies automation, tooling, and process improvements across applications to improve development efficiency, deployment consistency, and operational reliability. Contributes to continuous improvement of development and support practices.
Documentation, Standards Compliance - Ensures applications and technical solutions align with established coding standards, security requirements, and operational policies. Maintains accurate technical documentation and contributes to refining team standards and best practices.
Technical Leadership Knowledge Sharing - Leads code and design reviews for assigned applications or projects; provides technical guidance to peers; and collaborates across teams to resolve complex technical challenges without formal supervisory or people management responsibilities.
Qualifications: Minimum Qualifications:Bachelorand#8217;s degree from an accredited four-year college or university with major coursework in computer science, information systems, computer engineering, or a related field. Equivalent professional experience may substitute for the degree requirement at a rate of one year of relevant experience for each year of education.
Location Requirements: This position is based in Austin, TX. Candidates must be currentlylocatedin the Austin area or willing torelocateat their own expense. Relocationassistanceis not provided.Preferred Qualifications:Experience developing and supporting enterprise applications within Dynamics 365, Microsoft Power Platform, Azure-integrated, or hybrid application environments.
Experience designing and implementing business application enhancements, integrations, and custom software solutions supporting complex business processes and operational workflows.
Experience developing integrations between enterprise applications and commercial off-the-shelf (COTS) or Software-as-a-Service (SaaS) platforms.
Demonstrated hands-on experience developing and supporting cloud-enabled applications, including experience working within Microsoft Azure application environments.
Experience translating business and technical requirements into secure, scalable, and maintainable software solutions.
Experience troubleshooting and resolving complex application, integration, and data-related issues within enterprise environments.
Experience supporting application modernization initiatives involving enhancement, refactoring, migration, or optimization of existing business applications.
Experience participating in code reviews, technical design reviews, and collaborative software development practices.
Experience supporting application lifecycle management practices, automated deployment processes, testing activities, and release management.
