The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorado's natural resources, including oil and gas, geothermal energy, and carbon capture and storage. The ECMC's mission is to do so in a way that protects the environment, public health, safety, and welfare.The Colorado Energy and Carbon Management Commission (ECMC) Orphaned Well Program (OWP) identifies, prioritizes, and addresses "Orphaned" oil and gas Wells, Sites, Flowlines and Production Facilities for which there are no known responsible parties or for which financial assurance instruments have been claimed. If not addressed, these Orphaned Sites have the potential to impact surface and groundwater resources, impair a surface owner's farming or ranching activity, harm wildlife, discharge atmospheric Green House Gases (GHGs), or endanger the public. Contract Tasks are detailed in each contract and can include any combination of:Admin and training travel (ATRV) contractor admin expense, such as bonds, permits, or Davis Bacon compliance (ACTR) on-location flowlines and decommissioning (DCOM) environmental remediation (EREM) environmental sampling and analysis (ESAM) field equipment (FEQP) field supplies (FSUP) legal fees (LEGL) off-location flowlines (OFFL) other well work besides plugging (OTHR) plugging, including methane monitoring (PLUG) and initial reclamation and ongoing maintenance (RECL).
Description of Job
This is a TERM LIMITED PSRS II position funded through December 2028.

This is a new position required to meet the mandates of new Federal Grants (IIJA03 Formula Grant Phase 2 and DOI IIJA Performance Matching Grant). Additional Federal Grants with unique requirements for quarterly reporting have increased the volume of data generated by multiple concurrent Federal Grants requiring additional personnel. This is primarily an office-based position. Occasional field assignments may be required. This is a multi disciplinary position that will support all aspects of the East OWP Team including preparing Landowner letters, surface use agreements and flowline estimates.
Specific job duties include but are not limited to:
Support Field Staff during WBD and contract preparation, and estimating by utilizing scientific and technical knowledge of surface and downhole equipment and conditions, subsurface geology, ECMC Rules, other Federal, State, local and industry standards, rules, principles, and regulations.
Supports Field Staff prior to field operations by participating as a member of a collaborative team to ensure that projects are prioritized and all required ECMC forms and documents are submitted, recorded and approved.
Will update quantities and verify that funding sources are still adequate and assists with ongoing submittals of Forms, logs, measurements and all plugging documents from third party subcontractors during active work operations.
Monitoring contractual tasks compared to budget adequacy in order to minimize margins and accurately track daily spending.
The person in this position supports Field Staff to review that contractor's daily reports match the work done and record critical dates and that they are adequately represented in the invoicing back-up data and are adequately recorded in the files.

Experience Only:
Six (6) years of relevant experience in an occupation related to the work assigned to this position
OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years

Current or former State experience.
Excellent written and verbal communication skills.
Knowledge of and/or experience in the oil and gas industry.
Experience working with diverse groups of people and adapting messaging to meet needs of different audiences.
Proficient in using Microsoft Office and Google Suite, specifically Excel and Sheets.
Experience with contracts and/or invoicing.
Broad based earth science (air/water quality) experience.
Environmental cleanup experience.
Knowledge of and/or experience in heavy equipment operations.
Experience auditing/reviewing forms/applications for compliance and correctness.
Experience reading and interpreting rules, guidelines, legal documents, statutes and policies.
Experience converting technical content into plain language content for diverse stakeholders.
Customer service experience, previous public service experience, experience dealing with public, experience with complaint intake/response.
The current work arrangement for this position is as follows: (Please note, this arrangement can be subject to change)
Hybrid: This hybrid position will work primarily from a home office and will occasionally conduct field work in their assigned area with occasional in-person meetings as directed by their supervisor.
Conditions of Employment:
Must have and maintain residency in the State of Colorado at time of application.
You must be legally eligible to work in the United States to be appointed to this position. DNR does not sponsor non-residents of the United States.
Must be willing and able travel throughout the East half of the state, including travel for multiple consecutive days if needed.

Are required to operate a vehicle as part of the position
Utilize a State fleet vehicle as a pool vehicle
