Minnesota Management and Budget (MMB) is seeking a Member Services Representative Intermediate to join the State Employee Group Insurance Program (SEGIP) team. This position will provide upstanding customer service to state current and former state employees, their dependents, and retirees. The incumbent of this position will serve as the initial contact for current and former state employees and agency human resources staff requesting information regarding all aspects of enrollment and billing in SEGIP. This includes advising agency human resources staff on state, federal, and SEGIP policies and procedures related to insurance and benefits.
Job duties for this position include:
Assessing customer inquiries, providing accurate information and effective solutions, including explaining insurance policies, SEGIP procedures, labor contracts, applicable state and federal laws, eligibility provisions, and benefit determinations
Serving as a liaison for agency human resources staff to assist them in effectively carrying out their employee insurance responsibilities; advising supervisors, managers, HR staff, and labor relations staff on policies and procedures
Coordinating and developing internal processes and procedures for SEGIP functions related to enrollment and benefits
Investigating and resolving enrollment discrepancies related to hires, job changes, terminations, retirements, and other status changes
Making payroll adjustments and balances for employee and employer deduction amounts due to employment or benefit changes
Reviewing employee spouse and dependent enrollment elections to determine eligibility
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) options for this position are dependent on where the employee lives. Employees that live in Minnesota or a bordering state may telework up to 100%, except for instances where the employee may have to be on-site for occasional mandatory meetings or events.
Minimum Qualifications

One (1) year of experience using a human resource information system or other benefits administration software to process employee benefits enrollment, eligibility updates, process payroll deductions and deduction changes, and related benefits transactions.
Experience must include:
Customer service and communication skills are sufficient to clearly and professionally explain insurance policies, eligibility rules, and procedures by phone and in writing
Organizational skills sufficient to manage multiple inquiries and cases simultaneously; maintain accurate enrollment and billing records; track and resolve discrepancies; and meet deadlines
Knowledge of and ability to interpret complex administrative policies, procedures, and laws related to benefits and insurance eligibility requirements
Computer, data entry, and spreadsheet management skills sufficient to effectively navigate and understand multiple software applications, databases, and spreadsheets
Analytical and problem-solving skills sufficient to independently research and resolve issues related to benefits and insurance enrollment, deductions, and billing, including performing detailed and complex calculations such as premium adjustments, retroactive corrections, and payroll deduction reconciliations.

Preferred Qualifications
A bachelor's degree in human resources, business administration, or public administration
Experience performing detailed benefit-related calculations such as premium adjustments, retroactive deductions or refunds, arrears, and other complex payroll or billing computations.
Experience conducting detailed audits of benefit enrollment and deductions, employer contributions, and retroactive adjustments to ensure accuracy and compliance.
Experience processing benefits transactions in PeopleSoft or another Oracle product
Experience processing human resources transactions that affect employee benefits
Knowledge of employer sponsored group health insurance administration and eligibility requirements
Experience working in a unionized environment and interpreting collective bargaining agreements
Knowledge of the Minnesota Government Data Practices Act and Federal HIPAA laws as they relate to insurance information
