About the Work Unit
The Access Permit Unit in Traffic and Safety exists to preserve and improve the functional integrity of the highway transportation system, to protect the public health, safety and welfare, by maintaining smooth traffic flow, through the region-wide planning, administration, management, monitoring and enforcement of federal guidelines, state statutes, and state rules and regulations, and through the issuance of all necessary permits assigned to the unit.
About the Position
As the Access and Outdoor Advertising Administrator II , you will Assist in administering the Colorado Department of Transportation's access management program in R-3 in accordance with section 43-2-147 of the Colorado Revised Statutes and the State Highway Access Code. Assists in reviewing requests for access and analyzes proposals for conformance with regulations and standards using sound engineering, safety, and planning principles. Review access permit applications, engineering plans, traffic control plans for compliance and site capabilities for installation and write permits. Assist the Outdoor Advertising Manager with the Roadside Advertising program as it applies to the CO Advertising Act and Federal Regulations.
Your duties and responsibilities will include, but are not limited to, the following
Assist in formulating special terms and conditions for the issuance of each individual access permit upon evaluation and collaboration with staff and legal counsel.
The position must learn to work with local CDOT staff to determine if projects meet CDOT standards and policies for permits; then communicate these special requirements to the permittee in terms of written requirements.
The position will learn how to gather information from the applicant on what they want to do in the CDOT right of way and develop special terms for that activity
Become familiar with SHAC, access permits, state statutes, and other rules, policies, and guidelines related to state highway access.
Learn to be a Region authority in access management and roadside advertising possessing a unique level of expertise in the field and profession.
Learn to formulate and recommend revisions to access regulations/ outdoor advertising regulations to improve understanding and use of the State Highway Access Code.
Clarify specifications and design criteria which may include periodically traveling throughout the region.
Learn to review roadside advertising inquiries and assist CDOT headquarters (HQ) with roadside advertising permitting.
Learn to accept and review access permit applications for completeness to meet application compliance and determine if a permit should be issued.
Learn to review the construction plans, site plan and installation profile in relation to CDOT right of way and recommend appropriate modifications or approve the proposed installation plans that cause the least impact to CDOT right of way.
Assist with consulting and collaborating with CDOT professional and technical work units (including, but not limited to: Right-Of-Way, environmental, roadway design, traffic, maintenance, construction, and materials sections) in order to tailor access location and design features to meet site specific conditions.
Learn how to assist in planning access to accommodate local government's master plans, future traffic volumes and patterns and future signalized and non-signalized access.
Learn to review and analyze applications for Roadside Advertising and Tourist Oriented Directional Signing, and assist CDOT HQ with issuing permits.
Learn how to Interpret state statutes, rules and regulations pertaining to Roadside Advertising, and Official Signing Programs to determine compliance, approval, denial, revocation or other legal or administrative action.
Assist with coordinating with Maintenance, Local Governments and others to further the goals of this program.
The position will learn how to help business owners understand the qualifications for Tourist Oriented Directional Signing.
The position needs to know when to get other CDOT staff (Right of Way, Maintenance and Environmental) involved in applications.

Work Environment
Your schedule will primarily be 8:00 am - 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
You will likely work a hybrid schedule with a combination of in-office and remote work.
Approximately 10% spent in the field, 90% spent in the office
Travel required during work hours throughout Metro Denver/Front Range
Occasional overnight travel 1-3 times a year throughout Colorado
Required to operate CDOT vehicles

Minimum Qualifications
Experience Only:
Five (5) years of relevant experience in Engineering, Public Administration, Transportation Planning, or another occupation related to the work assigned to this position
OR
Education and Experience:
A combination of related education and/or relevant experience in Engineering, Public Administration, Transportation Planning or another occupation related to the work assigned equal to five (5) years
Education from an accredited college or university with coursework in Engineering, Public Administration, Transportation Planning, or another field of study related to the duties of this position will be considered.
Experience (with a primary focus on) in Engineering, Public Administration, or Transportation Planning will be considered.
