Summary The Program Analyst position is located within the VA Palo Alto Health Care System, Menlo Park, CA. The primary function of the position is providing administrative support to senior staff and supervisory personnel through data collection, analysis, reporting, project management, workforce management and quality improvement activities. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting senior analysts with collecting, reviewing, and organizing workload and productivity data to support staffing projections and routine performance reporting. Supporting supervisors by monitoring call center metrics to help identify areas needing improvement. Utilizing management tools to enter and adjust employee schedules, ensuring accuracy in timekeeping processes under supervisory guidance. Compiling findings from basic audits, surveys, and workflow reviews for leadership to use in evaluating operational processes and recommending improvements. Assisting with testing new or updated software features and administrative procedures. OR, Education: Applicants may substitute education for the required experience.
