The Workforce Development Strategist is a key member of the Minnesota Department of Health's Human Resources team, responsible for leading and implementing strategic workforce planning initiatives to support the department's mission. This role serves as a trusted partner to hiring managers across all bureaus, utilizing data-driven insights to shape HR systems, programs, and strategies. The position focuses on enhancing recruitment, retention, employee development, succession planning, and employee engagement efforts, while ensuring alignment with state policies and health equity initiatives. The strategist will manage multiple projects, develop analytics and metrics, facilitate communication, and support continuous improvement efforts to make MDH the premier State agency for workforce development.
Key Responsibilities:
Partner with hiring managers and HR teams to lead workforce planning projects, analyzing staffing needs and developing strategies to meet organizational goals.
Conduct research and compile data on classification, compensation, and labor relations to support negotiations and policy development.
Develop and implement communication plans, training resources, and procedural updates to support project initiatives and stakeholder engagement.
Utilize HR data systems and analytics tools (OBIEE, Recruiting Solutions, surveys) to gather insights, develop metrics, and inform decision-making.
Lead efforts to evaluate project outcomes, establish sustainability measures, and drive continuous improvement.
Collaborate across departments and with external agencies to coordinate workforce development efforts. Stay current with HR best practices, laws, and policies, and serve as a technical resource and mentor to staff.
Support labor negotiations by providing relevant data and preparing proposals as needed.
Manage multiple priorities in a fast-paced environment, ensuring projects are completed on time and aligned with departmental goals.

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.
MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty to grant cycles and the impact of the grant funding on program priorities. This position is currently funded and approved to be filled. While the position is funded, at this time, future funding is dependent on the continuation of our funding sources.
The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. In the event of a loss of funding resulting in a necessary workforce reduction, that process is governed by our collective bargaining agreements and compensation plans.
Minimum Qualifications

Four (4) years of experience managing human resources projects that involve multiple divisions, bureaus, or organizational units, along with experience.
Qualifications to be assessed during the interview:
Demonstrated knowledge of the principles and practices of organizational analysis and workforce planning, classification, and compensation systems
Ability to analyze complex organizational and technical challenges and to develop and implement solutions to address identified challenges
Demonstrated experience analyzing datasets and translating findings into actionable recommendations for leadership or decision-makers
Experience providing consultation, guidance, or technical assistance to internal clients, division leaders, or cross-functional teams on HR-related matters
A related degree will substitute for experience as follows: Doctorate degree may substitute for two years of experience; master's degree may substitute for 18 months of experience; bachelor's degree may substitute for one year of experience; associate degree may substitute for six months of experience.
Preferred Qualifications
Bachelor's or graduate degree in Human Resources, Industrial Relations, Industrial Psychology, Workforce Planning, or a closely related field.
Experience working within the bounds of the State's human resources management (HRM) systems, policies, and procedures.
Experience with the State of Minnesota's classification and compensation practices.
Experience using data visualization or analytics tools such as Power BI, Tableau, or advanced Excel (pivot tables, statistical functions, dashboards)
Experience in workforce planning, succession planning, or organizational design in a public sector or large, complex organization
organizational behavior theory, change management frameworks (e.g., ADKAR, Kotter), or adult learning principles applied in a professional setting
Project Management Professional (PMP) or Agile Certified Practitioner (PMI-ACP) Certification or equivalent.
