Summary This position is located in the Office of Congressional Public Affairs (CPA), Millennium Challenge Corporation (MCC). OCEO provides overall leadership, guidance and coordination to MCC staff and operations. Although the position is advertised equivalent to GS-11, MCC uses a pay banded system to compensate employees. This position is pay band 4C which is generally equal to GS-11. Responsibilities Serves as a special assistant to the CPA senior leadership, performing a variety of confidential and special assignments. Manages the department budget, financial analysis and management of all funds, long-range strategic resource planning, contract management, department task tracking, staffing actions, vacancy control and personnel administrative matters. Supports department priorities; manage trackers for department/division projects/tasks Serves as primary COR for CPA contracts. Serves as liaison with HR and with individual CPA managers and supervisors to ensure information and actions needed for strategic staffing. Advises managers on personnel procedures, and practices and the steps necessary to initiate personnel actions; works closely with HR to ensure CPA managers and supervisors are kept informed and up-to-date concerning requests. Develops and provides reports, analyses and responses to inquiries concerning a variety of administrative issues, e.g., staffing, FTE's, training, award funding, personnel and data that is highly confidential; and organizes CPA's quarterly budget reviews and ad hoc reviews as requested. Provides advice, counsel and instructions to team member(s) on technical work matters, provides on-the-job training and recommends training courses and other development opportunities to meet employee and unit needs. May approve leave for short periods of time. Serves as timekeeper, drafts and proofreads correspondence, manages the VP and/or DVP calendars, schedules meetings and briefings, and travel, coordinates office moves and establishes new employee workstations, etc. Performs other related duties as assigned. To qualify for Pay Band 4C applicants must meet the following: Qualifying experience for Pay Band 4C includes one year of specialized experience (comparable to the Pay Band 5 or GS-9 or equivalent non-federal experience), which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, examples of specialized experience are: performing confidential and special assignments for senior executives; preparing briefings, background materials and related items for meetings, conferences, or other events/opportunities; planning executive travel, including itinerary development, administrative and logistical items (visas, hotel booking, etc.), scheduling briefing materials, and interagency and intergovernmental coordination; maintaining electronic calendar and contact databases; preparing daily briefing books; scheduling appointments, meetings, and conferences for the senior staff; using automated systems and databases (i.e. Microsoft Office products, SharePoint, case management system) to schedule meetings, create presentations and maintain case files; and responding to, initiating and editing executive communications, reports and documents for the senior staff approval.
