Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (RECRUITMENT & PLACEMENT/HUMAN RESOURCE DEVELOPMENT), Position Description Number T5931000/ T5932000 and is part of the DE Delaware JFHQ Air National Guard, National Guard. Major Duties for GS-0201-11 - PD# T5931000 1. Executes the State's training and development program providing the full range of human resource development (HRD) options for the workforce. Provides HRD management advisory services to all levels of leadership within the organization, including designing, developing, and evaluating major portions of the organization's HRD program. Provides direct guidance to managers and supervisors on employee development. Has frequent contact with supervisors, managers, and employees regarding short- and long-range training objectives. May provide guidance for Continuation in Service Agreements, and available funding for training fees and travel. Identifies courses, by evaluating mission requirements and cost considerations as they pertain to training objectives. Develops and provides input on policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources. 2. Serves as a State Quota Source Manager for NG Employees requesting to attend Army Training Requirements and Resources System (ATRRS) courses. Analyzes, verifies, and validates student status codes, student change actions, seat assignments, program throughput, etc. to insure NG Employees are assigned to classes and data is accurate in ATRRS. Directly supports the NG Employees with ATRRS enrollment. 3. Reviews and advises on the Individual Development Plan (IDP) and Performance Improvement Plans (PIP). Guides managers and supervisors on proper use of the IDP and PIP process 4. Advises and supports State managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical, and clerical occupations. Plans for and administers the merit promotion and recruitment/ placement program. Educates commanders, managers, and supervisors on a wide range of programs, regulations, and policies regarding hiring of federal employees. Responds to inquiries and provides recommendations to resolve complex interrelated HR issues regarding recruitment and placement matters from the serviced workforce and coordinates with NGB-HR as required. Attends national recruitment and placement workshops. Reviews and verifies determinations made by lower graded staffing specialists, processing requests for personnel actions and recruit to fill actions. 5. May create and publish new and recurring vacancy announcements using automated system (i.e.: DCPDS or USAJobs). Performs the full scope of HR staffing work related to hiring, advertisement, qualification, selection, and onboarding actions. Performs qualification analysis of eligible applicants and adjudication of qualification appeals. Maintains documents associated with hiring actions. Major Duties for GS-0201-09 - PD# T5931000 1. Provides technical assistance and guidance to employees, supervisors, and managers on identifying training needs, training opportunities, and sources of training. Collaborates with the senior HRD in training and development activities, if applicable. Processes training request forms and training documentation. Updates completed training in Automated Civilian/Military Personnel Systems. Provides guidance to supervisors on planning job-related career development activities. Familiar with self-development activities, eligibility requirements, and regulatory requirements. Provides guidance to supervisors in the completion of Individual Development Plans and training documentation. 2. Conducts continuing analysis and evaluation of training program effectiveness. Uses various automated data from reports to evaluate funds usage and employee progression. Ensures employees and supervisors complete training evaluations. Analyzes training evaluations and makes recommendations on future schools and courses to meet training needs. 3. Determines candidate eligibility and performs qualification analysis of eligible applicants. Maintains necessary documents associated with merit placement, applicant pool, Department of Defense (DoD) Priority Placement Lists, and Over-graded Technician Listings. Analyzes and applies appropriate Title 32 (Dual Status) and Title 5 qualification standards. Reviews college diplomas, college credit hours and special licenses to ensure the qualification of candidates meet qualification standards for the occupational series and grade. 4. Reviews and verifies information on requests to fill actions to ensure accuracy and applicability and research applicable regulatory guidance and recommends effective and alternative recruiting actions. Requirements Conditions of Employment Qualifications If this position has promotion potential and you are selected at the lower developmental level/grade of GS-09, you may be non-competitively promoted to the full performance level/grade of GS-11 after completing the required Individual Development Plan (IDP). Promotions are not automatic and may only occur after completion of the IDP. SELECTIVE PLACEMENT FACTOR FOR THE GS-11: Must have specialized experience with automated systems such as the Defense Civilian Personnel Data System (DCPDS) and USA Staffing. To qualify for the GS-11, the applicant must have specialized experience using both of the systems listed and it must be clearly annotated/described in your experience on the resume. SPECIALIZED EXPERIENCE: GS-09: Must have one year of specialized experience and must be equivalent to at least the next lower grade level of GS-07. SPECIALIZED EXPERIENCE: GS-11: Must have one year of specialized experience and must be equivalent to at least the next lower grade level of GS-09.
