Summary This position is located in the Office of Behavioral Intervention (OBI) within CSOSA. OBI oversees a complex array of evidence-based assessments, evaluations, and cognitive behavior interventions, as well as innovative practices, and case management services that collectively are designed to mitigate recidivism risk factors, quickly match offenders to appropriate services, and sustain positive change throughout the offender's supervision lifecycle and continuum of care. Responsibilities Provides leadership and oversight for staff delivering domestic-violence intervention and cognitive-behavioral programming, ensuring services are delivered consistently, effectively, and in alignment with evidence-based practices. Oversees the facilitation of group interventions for domestic-violence offenders, offering guidance on managing group dynamics, maintaining program fidelity, and engaging participants with varying levels of risk, resistance, and responsivity. Reviews and evaluates case documentation, assessments, and data to ensure accuracy, compliance, and high-quality case management, and identifies opportunities to strengthen service delivery and case outcomes. Coordinates with internal staff, supervision officers, treatment providers, and community partners to support integrated intervention strategies that address offender needs, reduce risk, and enhance victim safety. Supports agency-wide domestic-violence efforts by assisting with program development, staff support, training activities, and outreach initiatives, and by identifying emerging trends or needs affecting intervention practices. Requirements Conditions of Employment Qualifications BASIC ENTRY QUALIFICATION: A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in the behavioral or social sciences, or in a related discipline that included at least 24 semester/36 quarter hours in the behavioral or social sciences. OR B. Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. ADDITIONAL EXPERIENCE REQUIREMENT: In addition to meeting the basic entry qualification requirement, applicants must have specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience for this position is defined as: Facilitating evidence-based domestic violence intervention programming consistent with established DV intervention frameworks (e.g., Duluth Model, Power and Control Wheel, Equality Wheel) with justice-involved or court-mandated populations Providing clinical supervision, oversight, or lead coordination of staff delivering domestic violence intervention or behavioral health services Conducting or overseeing individual and group risk assessments, safety planning, and victim safety coordination Applying trauma-informed and culturally responsive practices in a domestic violence, behavioral health, or criminal justice-related setting Preparing or reviewing clinical documentation, case notes, progress reports, or program compliance records in accordance with established standards Providing formal or informal supervision, lead oversight, or mentorship of staff delivering clinical or behavioral intervention services Selective Placement Factor: This position requires demonstrated professional proficiency in both spoken and written Spanish and English sufficient to facilitate evidence-based domestic violence intervention groups, conduct clinical assessments, and communicate effectively with Spanish-speaking participants and their collateral contacts. Applicants must be able to accurately apply clinical, cognitive-behavioral, and motivational interviewing terminology in Spanish. Licensure Requirement: To qualify for this position, applicants must possess a current licensure or certification to practice independently in the social services field. This includes Licensed Independent Social Worker (LISW), Licensed Independent Clinical Social Worker (LICSW), Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), or comparable certification in a social science discipline such as psychology or social work. Licensure must be current at the time of application and maintained throughout employment.
