Summary You will serve as a HUMAN RESOURCES SPECIALIST in the Fleet Human Resources Office FLEET HRO STENNIS, Stennis Space Center, MS Responsibilities You will perform staffing and placement support and advice for complex, dynamic organizations. You will advise managers on recruitment strategies that meet personnel goals of organizations. You will provide advice and assistance in staffing situations requiring extensive analysis. You will serve as a senior specialist or troubleshooter and consultant to management on personnel management issues. Requirements Conditions of Employment Qualifications GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience resolving complex recruitment/placement problems for multiple multi-mission commands encompassing the placement of GS and WG positions utilizing merit promotion, delegated examining, and non-competitive authorities. Experience analyzing and evaluating organizations' current staffing situation including turnover, vacancies, and current recruiting strategies to resolve moderately complex staffing problems. Experience and skill providing regulatory advice on processing request for personnel actions in accordance with Federal civilian pay setting policies and determining appointing authorities. Experience utilizing USA Staffing and Defense Civilian Personnel Database System to extend job offers and complete onboarding process. GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience recruiting/staffing a variety of blue- and white-collar positions utilizing merit promotion, delegated examining, and non-competitive authorities. Experience setting basic pay utilizing knowledge of Federal pay setting regulations for GS and FWS as well as working with total compensation packages such as superior qualifications, high previous rate, service credit for annual leave accrual, and recruitment incentives. Experience recruiting and onboarding personnel utilizing USA Staffing and Defense Civilian Personnel Database System to extend job offers and complete onboarding process. Experience coordinating, scheduling, and ensuring compliance with pre-employment requirements, including physical examinations, drug testing, and pre-employment security checks.
