Position Summary:

This Country IT Manager position is responsible for the development, coordination and implementation of a country-wide digital and information technology strategy that maximizes the utilization of defined corporate IT initiatives. The country strategy must satisfy the needs of management while optimizing the return on investment of resources used in acquiring and developing digital and information technology-based solutions.

Scope/ Supervision and Interaction:

This position reports to the VP Digital & IT of Asia Pacific and has strong dotted line to the Country Managing Director. This position has the division Digital & IT team leads and country Digital & IT senior analysts as direct reports. The country IT manager works closely with the country IT team to develop and execute plans and associated projects as they relate to the business plans and strategy. The country IT manager works with the team to organize Core Competency Teams around the various technologies to foster standard work and best practices across the country to simplify processes and increase the speed of the operations. This position works with the Region VP Digital & IT, Region Digital & IT leaders and Enterprise Digital & IT leaders for strategic guidance and support of ongoing IT activities within the country.

Essential Functions:

Responsible for development of the annual country information technology plan, budget forecast, and subsequent review and reporting. Ensures budgets are fully integrated into the division and country budgets. Responsible to the country and assisting the business in the acquisition process from the onset of initial evaluation, due diligence and integration plans.

Responsible for all digital and information technology initiatives within the country, either through direct control or indirectly by means of corporate enterprise system utilization, establishing information systems standards, defining standard planning formats, exercising power of approval, and managing activity reports.

Implement and maintain corporate approved information systems policies and practices and ensure that proper standards are maintained in the administration of approved policies, especially related to cyber security and compliance.

Assist the Region VP Digital & IT, Region Digital & IT leaders and Enterprise Digital & IT leaders to develop standards and procedures that enable division and country IT resources to jointly develop or integrate business systems that can be shared by other divisions using standard corporate technologies.

Direct the deployment of information technologies and system applications that are to be used uniformly throughout the country and divisions.

Review IT talent and ensure talent is developed and managed across the country including succession planning for all key areas.

Make recommendations for changes in form or size of the IT organization throughout the country in line with Parker's IT Career Model and Talent development Process.

In partnership with the business, establishes annual goals for the IT leaders at each division that are aligned with the business. Regularly interact with the team to assess progress to goals and assist in addressing challenges. Organizes and administers annual performance assessment of the country IT team.

Responsible for evaluating the effectiveness and competence of information technology personnel within the country by participating in formal recruiting and talent development processes as outlined by employee relations and management development policies.

Provided Services:

Assist country and division management in developing information technology plans and objectives, both long and short term in line with the corporation's digital and IT priorities and roadmap.

Identify the need and initiate recommendation for new or enhanced solutions, services or resources required to enable business strategy and priorities.

Identify and recommend to management, areas and activities where key performance measurements are needed to properly plan, control, and evaluate performance against established plans and objectives.

The country IT manager will take on assignments from time to time as designated and coordinated by the Region VP Digital & IT and Country Managing Director. These assignments will not supersede the manager's primary IT responsibility.

Qualifications:

Degree: University Graduate in a Business, Engineering or Information Technology Discipline

Positions: Seven or more years' experience as a division IT manager and Enterprise Systems manager or equivalent.
