Summary About the Position: This is a permanent Budget Analyst position with the U.S. Army Corps of Engineers, New England District Resource Management Office. This position is located in Concord, MA. Position(s) will be filled at the GS-05, GS-07, GS-09, GS-11 or GS-12 grade level. Responsibilities Duties described reflect the full performance GS-12 level. Duties will be performed in a developmental capacity under close supervision. Distribute allocated funds within an automated financial system in accordance with budgeted amounts. Develop budget execution plans within an automated financial system to meet time-phased requirements. Analyze trends in fund utilization to prepare cost and performance reports. Investigate significant variances from the budget. Provide budgetary advice to division chiefs and administrative staff. Explain budget limitations and program requirements to leadership. Analyze program and budget guidance to determine the impact on operations. Review requests for the reprogramming of funds to ensure local approval limitations. Analyze the reasonableness of data and the consistency of estimates. GS-5: General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes: 1) Assist in gathering and organizing budget-related information; 2) prepare simple budget documents using established formats; 3) maintain logs of budget transactions and check records for accuracy; 4) and provide general administrative support to the office. GS-7: Specialized Experience: One year of specialized experience which includes: 1) Perform a variety of routine budget administration tasks; 2) review budget submissions for accuracy and completeness; 3) prepare reports on the status of funds; 4) receive and distribute budget documents; 5) provide information to managers on budget and program regulations; and 6) assist in tracking and monitoring funds. This definition of specialized experience is performed at the second lower grade/level (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance, accounting, business administration, or a related discipline to the position. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above.
