Summary About the Position: This is a permanent Accountant (Staff) position with the U.S. Army Corps of Engineers, New England District Resource Management Office. This position is located in Concord, MA.Position(s) will be filled at the GS-05, GS-07, GS-09, GS-11 or GS-12 grade level. Responsibilities Duties described reflect the full performance GS-12 level. Duties will be performed in a developmental capacity under close supervision. Provide technical guidance and oversight for organizational accounting functions, including revolving funds, leave accounts, and construction in progress. Maintain and manage accounting records within the designated financial management system. Analyze and interpret accounting data from various organizational units to ensure accuracy and resolve discrepancies. Interpret and apply federal accounting laws, regulations, and policies to ensure compliance. Advise program managers on financial matters and provide recommendations based on professional accounting principles. Develop and implement control procedures to ensure the proper use of appropriated funds and prevent financial mismanagement. Recommend and establish new policies and procedures to prevent waste, fraud, and abuse of resources. Provide technical leadership, training, and mentorship to junior accounting staff and non-financial professionals. Evaluate business practices to identify and recommend process improvements for increased efficiency. Serve as a primary contact for internal and external audits, providing requested documentation and ensuring the implementation of corrective actions. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or related fields. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or related fields. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
