Summary The primary purpose of this position is to provide support to health care management officials within the Office of the Deputy Under Secretary for Health (DUSH) by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. Responsibilities This is a Temporary Promotion/Detail not to exceed 120 days. The temporary promotion/detail may end prior to 120 days, be extended based on agency policy and operational needs, or made permanent without further competition. Major duties include but are not limited to: Serves as primary liaison to multiple staff offices and is the conduit for information flow and management of assignments between such offices. Conducts analytical studies on operational processes, issue topics, or related special projects. This will involve study planning, statistical measurement, data analysis, and report preparation and development. Serves as the responsible contact for leading studies/projects from initiation to completion and may require presenting the results to senior management. Develops position papers and decision documents representing the organization on a variety of complex and sensitive issues, such as quality or timeliness of patient care issues, or issues of Congressional or media interest that have a significant impact e.g., quality and safety concerns. Coordinates with internal and external affiliates on complex audits and reviews of a national concern (i.e., fiscal efficiencies; organizational structure; etc.) Works with senior management and others to implement and evaluate policies, plans, and operations systems such as correspondence management, information tracking, and projects initiated by senior leadership or program/departmental offices. This interaction is essential to identify substantive issues, establish relative priorities, and determine issues that require tracking. Manages and coordinates of online communication tools (e.g., intranet websites; SharePoint website collection; etc.) Coordinates events hosted by officials, including town hall meetings. Facilitates selection of the event time, develop formal agendas, manage required contracts and logistical items, disseminates information to attendees, and ensures a smooth execution of the event. Coordinates with individuals or offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings, and other external activities and meetings. Coordinates and manages SES travel plan and expense report, hotel reservation, preparing and distributing briefing materials for conferences. OR, Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrates expert level knowledge of health care service administration, continuous quality improvement, data analysis, budgeting, planning, administration. Analyzes and evaluates broad and difficult problems and applies qualitative and/or quantitative methods for program improvement to make recommendations for complicated solutions. Possesses expertise of the health care delivery system served, the missions, organizations, programs, and requirements of health care delivery systems. Independently investigates complex issues, analyzes problems, and present both written and oral recommendations.
