If selected for the GS-12 position, your duties will include but are not limited to the following: Work with other database experts to design, implement and maintain highly flexible database infrastructures capable of supporting both large and small applications on those platforms. Establish and maintain database standards, procedures and guidelines; and participate in the planning of future database expansion, enhancements, and selection. Provide technical expertise for developing, monitoring, and maintaining multiple databases or applications; and diagnose and resolve data management problems and issues. Apply database changes and testing for vendor maintenance fixes and new releases, conduct tests, and evaluate database package tools. Research, evaluate, introduce and support new evolving technologies potentially of use to the NIH end user community and develop logical data models to be translated into workable physical database designs to accommodate new business requirements and processes. Work with vendors to resolve even the most complex technical problems. If selected for the GS-13 position, your duties will include but are not limited to the following: Work with other senior database experts to design, implement and maintain highly flexible database infrastructures capable of supporting both large and small applications on those platforms. Establish and maintain database standards, procedures and guidelines; and participate in the planning of future database expansion, enhancements, and selection. Provide high-level technical expertise and major technical responsibility for developing, monitoring, and maintaining multiple databases or applications and serve as a technical expert for complex databases. Diagnose and resolve the most complex data management problems and issues. Apply database changes and testing for vendor maintenance fixes and new releases, conduct tests, and evaluate database package tools. Research, evaluate, introduce and support new evolving technologies potentially of use to the NIH end user community and develop logical data models to be translated into workable physical database designs to accommodate new business requirements and processes. Requirements Conditions of Employment Qualifications In order to qualify for an IT Specialist (Data Management), GS-2210 at the GS-11 level, you must: A. have completed a Ph.D. or equivalent doctoral degree, in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, or 3 full years of progressively higher level graduate education in one of the areas described above leading to such a degree; OR B. have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that I possess each of the following four competencies: 1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations, AND, I have 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: utilizing database management tools and utilities to assist with monitoring, optimizing, and managing databases and related objects; developing database objects (e.g., stored procedures, functions, views, triggers, tables) for use in applications; and, conducting backup, restoration, reorganization, and recovery work on databases and associated files. In order to qualify for an IT Specialist (Data Management), GS-2210 at the GS-12 level, you must: have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that I possess each of the following four competencies: 1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; 2.
