Summary This position is located in the U.S. Department of Labor (DOL), Occupational Safety and Health Administration. All qualified applicants are encouraged to apply. Responsibilities Provides for the development, analysis, evaluation and approval of State occupational safety and health programs. Encourages States to assume the fullest responsibility for occupational safety and health programs and assures that such programs meet the effectiveness criteria established by the OSH Act of 1970. Develops systems for and evaluates the training components of State plan and the quality of training and education services provided. Maintains liaison with employer organizations and business enterprises, employee organizations and nationally organized safety and health organizations to promote program objectives. Makes major program decisions to provide for the efficient and effective accomplishment of assigned mission. Provides leadership and policy guidance to key subordinate supervisory and staff officials. Resolves major program and operating problems and controls work results through staff meetings, conferences and program reviews. Requirements Conditions of Employment Conditions of Employment Must be a U.S. citizen. Must meet Executive Core Qualifications. Must complete one year SES probationary period if not previously covered. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.
