Summary You will serve as an ENGINEERING TECHNICIAN in the OICC PEARL HARBOR NAVAL SHIPYARD of OICC PEARL HARBOR NAVAL SHIPYARD. Responsibilities You will provide specific technical expertise in one or more areas which include but are not limited to in construction program management and construction performance. You will advise leadership on technical requirements based on the results of inspections or assessments. You will monitor construction to assure compliance with contracts provisions and standards. You will review and process contractor's submittals including progress schedules, safety plans, quality control plans, and utility outage requests. You will determine best practices for key work processes and standardization of work procedures to optimize efficiency and effectiveness. You will direct Engineering Technicians providing construction management, contract technical support, and site management for project assigned to. You will serve as a senior Engineering Technician and mentor to junior Engineering Technicians. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying a comprehensive range of engineering and architectural concepts, principles, and practices related to the design and construction of equipment, site work, facilities, and utilities; 2) Monitoring construction projects to successful completion while controlling quality assurance, time and cost growth; 3) Reviewing complex and diverse technical engineering specifications, drawings, and statements of work for constructability and accuracy; 4) Applying knowledge of safety and occupational health principles, practices, procedures, law and regulations as they relate to engineering performance requirements; and 5) Solving construction-related technical problems that deviate from standard or conventional practices due to local conditions as climate, geography, environmental or due to specialized requirements of a facility or structure.
