Job Title: Civil Engineer / Project Manager - Alaska Facility Construction and Installation
Location: Palmer, Alaska (with statewide travel; up to 40% travel required, including remote field sites)

Position Summary
We are seeking an experienced Civil Engineer or related-discipline engineer to serve as the technical lead and project manager for the planning, design, and execution of facility installation and hardware deployment projects across the state of Alaska. This role is responsible for end-to-end delivery of construction projects in challenging Arctic and sub-Arctic environments, from initial site selection through final commissioning. The successful candidate will combine strong civil engineering expertise with proven project leadership skills to manage complex, multi-disciplinary efforts involving facility design, permitting, land leases, power systems, telecommunications integration, and construction oversight.
Key Responsibilities
Lead the full lifecycle of facility and hardware installation projects throughout Alaska, including site assessments, conceptual design, detailed engineering, procurement, construction management, and closeout.
Oversee facility design activities, ensuring compliance with Alaska-specific building codes, seismic requirements, permafrost considerations, and environmental standards.
Manage all permitting processes at the federal, state, and local levels, including environmental, land-use, and right-of-way approvals.
Negotiate and secure land leases, easements, and access agreements with private landowners, Native corporations, and government agencies.
Coordinate power installation and utility integration, including grid connections, backup generators, renewable energy solutions, and off-grid power systems.
Direct telecommunications infrastructure planning and installation, including fiber optic, microwave, satellite, and wireless systems.
Serve as the primary point of contact for contractors, consultants, regulatory agencies, and internal stakeholders; conduct regular site visits and progress reviews.
Develop and manage project budgets, schedules, and risk registers; track performance against scope, cost, and timeline baselines.
Ensure all projects meet safety, quality, and environmental compliance standards in remote and extreme weather conditions.
Provide technical guidance and mentorship to junior engineers and field teams.
Required Qualifications and Experience
Education and Licensure
Bachelors degree in Civil Engineering (preferred) or a closely related field such as Mechanical, Electrical, or Construction Engineering from an ABET-accredited institution.
Project Management Professional (PMP) certification or equivalent (highly preferred).
Experience
Minimum 8 years of progressive experience in civil engineering and construction project management, with at least 4 years specifically leading projects in Alaska or similar remote/Arctic environments.
Demonstrated track record managing multi-million-dollar construction projects involving facility design, site development, utility installation, and telecommunications infrastructure.
Hands-on experience with Alaska regulatory processes, including permitting through the Alaska Department of Environmental Conservation (DEC), Department of Natural Resources (DNR), U.S. Army Corps of Engineers, and local borough/municipal agencies.
Proven expertise in negotiating land leases and right-of-way agreements with Alaska Native corporations and state/federal land managers.
Strong background in power and telecommunications systems integration for remote facilities (grid-tied, hybrid, and off-grid solutions).
Experience working in extreme weather conditions, permafrost terrain, and logistically challenging remote locations.Training and Certifications
Current OSHA 30-Hour Construction Safety training (or ability to obtain within 30 days) preferred.
HAZWOPER 40-Hour certification (preferred).
Valid U.S. drivers license and other vehicles as needed for remote site access.
Experience in cold-weather operations, Arctic engineering principles, and environmental compliance (e.g., NEPA, Section 404/401 permitting).
Knowledge, Skills and Abilities
Deep understanding of Alaska-specific design challenges (permafrost, seismic design, snow loading, extreme temperature ranges).
Proficiency with engineering software (AutoCAD Civil 3D, Revit, or equivalent) and project management tools (Primavera P6, MS Project, or similar).
Excellent written and verbal communication skills, including the ability to prepare technical reports, proposals, and presentations for executive and regulatory audiences.
Strong leadership and team-building capabilities with the ability to manage cross-functional teams and external contractors.
Ability to travel up to 40% (including overnight and remote field assignments) and work in austere environments.
