Duties Description The Statewide Financial System (SFS) is New York State's enterprise financial system that supports agency business processes and serves as the State's accounting system of record. Supporting approximately 80 State agencies, SFS processes over $100 billion in payments on an annual basis, and strives to continually ensure system performance, reliability and availability, safeguard the integrity of the data contained within SFS, and maximize use of SFS functionality for the greatest benefit of NYS government. As part of the Operations Division, Security Bureau, of the Statewide Financial System (SFS), the incumbent will work in the areas of Security and Workflow. The Security Bureau is responsible for the design and implementation of Workflow and Security Architecture within the SFS Program. This bureau reviews the structure of internal and external access to the Statewide Financial System, as well as create and maintain procedures for the SFS system with regards to security architecture and provisioning as it relates to internal controls best practices for separation of duties enforcement.With an ever-growing PeopleSoft application, there is a need to have an experienced and highly motivated employee working on the configuration of established and new Workflow and Security areas. The accuracy of this configuration is imperative for the success of SFS users across the state. This position will require the ability to work on complex defects and configurations within the PeopleSoft application.Information Technology Specialist 2 (ITS-2) positions in the Security Bureau provide incident, defect, and project support. ITS-2 staff also support business calendar events.Duties:- Gain an understanding of provisioning processes and security architecture within SFS: particularly, their impact on transactional workflow.- Understand and enforce system and user security that adheres to SFS Internal Controls.- Create and execute PS Queries and SQLs for reporting, security, and auditing purposes.- Perform in-depth data analysis.- Assist with the development and maintenance of internal and external SFS Security and Workflow training materials.- Support changes and enhancements of SFS through established processes involving different SFS teams.- Configure and/or build security provisioning within the system to support functional needs.- Ensure the integrity of managed changes through SDLC via proper testing and validation.- Create and execute data mover scripts as they relate to configuration.- Respond and troubleshoot reported issues from system users.- Upon successful resolution of a problem, ensure resolution steps are documented clearly and conduct knowledge transfer activities with appropriate SFS staff as needed.- Assess the validity of requested feature changes or updates from end-user requests.- Assist in the review and implementation of functional and technical design documentation for Security and Workflow considerations.- Present and collaborate with agency security administrators as needed.- Develop test plans and assist in the analysis of the results.- Monitor for any issues and ensure that they are resolved in a timely fashion.- Serve as a subject matter expert (SME) in SFS PeopleSoft Security and Workflow- Convey information, both orally and in writing, in a clear and effective manner.- Occasional evening and weekend work may be required, typically for business calendar events and/or system updates. - Perform other related duties as assigned.
Minimum Qualifications NYHELPS Qualifications:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NYHELPS Minimum Qualifications:A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; or a bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology; or two years of professional experience in information technology.Permanent-Competitive Qualifications:This position is open to candidates who are reachable on the Information Technology Specialist 2, G-18, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 2, G-18. This position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifying administrative title such as Information Technology Specialist 2 (Programming), G-18; Business Systems Analyst 1, G-18; or Telecommunications Analyst 2, G-18. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent competitive service as a Supervising Computer Operator, G-18.Preferred Qualifications:- Commitment to superior Customer Service including: -Essential soft skills required to liaise with team members at all levels of the organization and SFS customers. -Ability to authentically build trusted relationships and maintain a positive work environment.
