Summary The Office of Information Technology (OIT) is seeking a Supervisory IT Specialist (Branch Chief - End User Technology). As Branch Chief, you will serve as a leader within OIT responsible for the planning, engineering, delivery, and lifecycle management of enterprise end user computing and identity management services across the agency. You will provide information technology advice, counsel, and recommendations for a highly sophisticated and sensitive area involving SEC operations. Responsibilities In this role as a Branch Chief - End User Technology, you will be responsible for: Serving as a supervisor providing technology support for sensitive and complex programs, issues, and problems. Providing technical expertise and direction for an IT staff engaged in one or more of the following areas of emphasis: architecture, infrastructure, applications, software management, hardware, networks, data management, systems analysis, security, systems administration, endpoint management, and/or project management. Supervising a multidisciplinary team of IT Specialists, engineers, and administrators directing the design, development and sustainment of enterprise workstation environments ensuring standardization, security compliance, and optimal performance. Governing managed-service portfolios and contracts including vendor oversight, financial stewardship, and cost-optimization initiatives. Ensuring contractors supporting end user technology comply with established cybersecurity requirements. Applying IT expertise to implement unique, complex information technology approaches, solutions, guidance, standards, methods, processes, and best business practices which will have widespread and long-term positive impacts on the systems and their ability to accomplish critical national programs and missions. Providing security governance and compliance support with established security policies, supporting implementation of security controls, participating in audits, and coordinating with OIT Security on control assessments and remediation tracking. Managing mobile device platforms while implementing and enforcing mobile security policies. Maintaining secure integration with enterprise systems and supporting remote workforce capabilities. Administering configuration management, image development, patching, and software distribution. Directing administration and engineering of enterprise directory services and lifecycle management. Coordinating and integrating plans, projects, and operations with supported activities while sharing accurate and timely information. Assuring information management/information technology is integrated with applicable agency/regulatory standards to include the definition and validation of functional requirements, approval of management milestones, and procurement of resources. Applying process improvement methods utilizing information technology infrastructure library (ITIL) framework and conducting benchmark analysis and measuring progress using a process improvement method. Recommending the solution to problems while providing adequate and efficient coordination during analysis, system design, evaluation and selection, and systems maintenance and operations. Planning, assigning, and reviewing subordinates' work. Performing administrative and human resources related work in the following areas: hiring, human capital efforts, performance management, training, employee relations, labor relations, etc. Requirements Conditions of Employment Qualifications Time-in-grade for this announcement is one year at the GS/SK-13 level.
