About this Unit:
Located within the Behavioral Health Administration work unit, pursuant to House Bill (HB) 21-1097. HB21-1097 provides that the Behavioral Health Administration (BHA) was created to be a single state entity. It was initially established under CDHS as of July 1, 2022, and will provide administrative and "back-of-the-house" support as long as the BHA remains under CDHS' purview. The BHA is a permanent entity that will be responsible for leading and promoting the state's behavioral health priorities and efforts across agencies, creating shared goals, improving collaboration, and driving accountability and transparency. The BHA will provide oversight and coordinate service standards across the hundreds of behavioral health programs that currently exist under multiple state agencies and the Judicial Branch. The BHA will also work to ensure the recommendations that resulted from the work of the Behavioral Health Task Force (BHTF) and multiple ancillary projects evolving out of the work of the BHTF are honored and implemented, to ensure and meet our vision of having a comprehensive, equitable, effective continuum of behavioral health services that meets the needs of all Coloradans. The Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. BHA funds, supports, and monitors numerous mental health and substance abuse community programs and providers, and reviews and designates the State's 27-65 providers and licenses substance use disorder service providers. BHA executes the State's federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds. This position is located in the Licensing and Designation work unit. Overall, this unit is responsible for overseeing the quality of clinical services provided, survey monitoring function, regulatory and statutory compliance, adverse licensing actions, enforcement of regulations, and technical assistance to internal and external stakeholders. The team has behavioral health experts from a variety of specialty areas who represent the BHA on various state-level task groups and commissions. Personnel use their expertise to provide technical assistance to provider agencies to promote system and service improvements.
.About this Position:
This position was established under HB 22-1326 (Fentanyl Accountability and Prevention) to provide clinical expertise and judgment to inform clinical and practice guidance, regulatory oversight, training, and technical assistance to opioid treatment facilities, specifically those specializing in fentanyl intervention and harm reduction services. This position leverages social services education and behavioral healthcare experience and leadership to evaluate patient care.
Summary of Duties:
Licensing, Monitoring, and Investigation:
Drawing upon clinical knowledge, training, and experience, this position ensures clinical quality of Opioid Treatment Programs (OTPs ) utilizing BHA's licensing framework as well as state and federal OTP regulation and statute. This position, as an individual contributor, meets with providers, agency operators, clinicians, nurses, and patients often to learn and inform on the regulatory and clinical expectations of OTP care. The position also licenses, monitors, and investigates OTPs for these purposes. It conducts routine initial and renewal inspections for agencies applying for or seeking to renew Controlled Substance Licenses. This position works with the State Opioid Treatment Authority (SOTA) in providing onsite training and technical assistance to statewide providers and other stakeholders on best practices specific to the treatment of dually diagnosed patients, as well as the very stringent, yet often changing rules and regulations for these @types of services. A working knowledge of federal guidelines from both SAMHSA and the Drug Enforcement Agency are essential to this position. Specifically, the position:
Executes comprehensive licensure audits, renewals, and investigations for Opioid Treatment Programs (OTPs) and Substance Use Disorder (SUD) facilities to ensure compliance with state and federal statutes.
Utilizes clinical judgement and SOTA support to formulate the most appropriate regulatory outcomes for OTP and CSL agencies.
Maintain regular engagement with agency operators to provide education, training, and guidance on improving clinical practices and regulatory standards.
Lead independent or collaborative investigations with the BHA Enforcement Unit to safeguard the health, safety, and welfare of service recipients.
Interprets behavioral health statutes, rules, and BHA/CDHS policies to determine eligibility for licensure.
Reviews complaints, critical incident reports, and other compliance data as part of ongoing oversight and renewal determinations.
Manages accurate records within the licensing database and execute all required documentation, including inspection reports, cease-and-desist orders, and waiver determinations.
Technical Assistance
This position is responsible for developing, implementing, and delivering training and technical assistance for opioid treatment programs and substance use disorder treatment facilities.
Specifically, this position works with providers to support performance improvements by applying clinical best practices and regulatory standards.
Other duties as assigned.

Six (6) years of relevant experience in an occupation related to the work assigned to this position

Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years.

Frequent travel is required for Site Visits within the State of Colorado and to headquarters as needed; may be required to complete overnight travel, infrequent extended travel, or travel outside of Colorado. *Remote/Field Position - address is the employee's home address. In-person meetings and/or collaboration with the team is required on a semi-regular basis.
