About the Work Unit
The Colorado Information Analysis Center (CIAC) serves as the focal point within the state for receiving, analyzing and sharing threat-related information among private sector, local, tribal, and federal partners. The CIAC includes representatives from various departments and partner agencies that analyze threat information with a focus on protecting civil rights, civil liberties and privacy concerns. The CIAC also provides situational awareness and a common operating picture and coordinated information collection, analysis, and dissemination for the Colorado Department of Public Safety (CDPS).
Section Description:
Safe2Tell Colorado is a school safety prevention program administered by the Colorado Attorney General's Office. Safe2Tell tips are received from across Colorado and sometimes the nation. Tips are received via phone, web, or mobile app and are anonymous. Anonymity of the tipster is protected by statute. The tips are disseminated to schools and law enforcement by CDPS DHSEM Analysts. Safe2Tell operations are 24/7.
Work Environment
Safe2Tell operates 24 hours a day, 7 days a week (24/7), requiring staff to work nights, weekends, and holidays.
Shifts are 10 hours and are structured as follows:
Day Shift: 5:00 AM - 3:00 PM
Swing Shift: 11:00 AM - 9:00 PM
Night Shift: 8:00 PM - 6:00 AM
Shift Bidding:
Shifts are assigned through an annual bidding process. Once bids are awarded, the shift schedule remains in effect for the entire year unless a significant operational change occurs.
About the Job
This position is assigned to the Colorado Department of Public Safety (CDPS) 24/7 Watch Center, which is housed within the Division of Homeland Security and Emergency Management (DHSEM)/Colorado Information Analysis Center (CIAC) in Lakewood. The primary function of the Safe2Tell Watch Center Analyst is to receive, analyze, and disseminate tips submitted from across the state of Colorado.
Key Responsibilities
The Safe2Tell Analyst receives critical public safety tips through various channels, including phone calls, web submissions, and a mobile application. Analysts are responsible for the following key tasks:
Tip Receipt and Dissemination: Accurately receive and disseminate confidential, anonymous tips concerning a wide array of concerning behaviors and potential threats.
Critical Analysis: Apply critical thinking capabilities to assess and triage incoming information, often spanning complex and sensitive topics.
Multi-tasking and Responsiveness: Efficiently manage multiple simultaneous inputs, requiring the ability to multi-task and respond to more than one tip at a time.
Independent Work: Work effectively and independently to manage the flow of tips and necessary reporting.
Interpersonal Communication: Interact with citizens from various backgrounds, often during stressful situations. Analysts must provide calm, professional, and empathetic responses.
Confidentiality and Anonymity: Maintain strict confidentiality and protect the anonymity of the caller as mandated by state statute.
Information Processing: Reviews, assesses, and processes information provided to Safe2Tell. Gathers information from callers, digital analysis of web/app-based tips, and inputs tip into the P3 System.
Digital Tip Management: Processes incoming tips from the web and mobile app to include two-way dialog with tipsters.
Tip Dissemination and Follow-up: Forwards the tip on to the appropriate school and law enforcement entity. Follows up with school and law enforcement to verify receipt of the tip. Further follow up with the schools and law enforcement for dispositions of tips received.
System Maintenance: Periodically provides updated contact information in P3 for contacts when a new contact is made known to those responsible for updating the system.
Legislative and Hotline Management: Receives and makes calls from the public or law enforcement specific to various legislative requirements. Answers designated "hotlines" to receive and refer calls from the public, and to collaborate with other state agencies to obtain information necessary or beneficial for responding to requests.
Hotline Tip Processing: Intake, analyze, disseminate, and provide dispositions of all reported hotline(s) calls.
Resource Provision and Agency Collaboration: Provide relevant resources, information, and collaborate with other state agencies to obtain relevant information necessary or beneficial for responding to requests.
Emergency Support: As directed, provides pre-disaster support to the State Emergency Operations Center training and exercise program up to 5% of time. During a state declared disaster, it provides operational support to the State Emergency Operations Center as directed. When directed, assume an assigned role as member of the State Recovery Task Force until relieved by Task Force Leader or Director, DHSEM.

Four (4) years of demonstrated professional experience working in a organization related to criminal justice or working with K-12 students from various socio-ethnic backgrounds, or working with youth in a mental health capacity wit h activities that included dispatching, information gathering or customer service.
OR Education and Experience, Knowledge, Skills
A combination of related education and experience working in a organization related to criminal justice or working with K-12 students from various socio-ethnic backgrounds, or working with youth in a mental health capacity or awareness of mental health in youth with activities that included dispatching, information gathering or customer service equal to four (4) years.

Preferred Qualifications and Competencies

Previous analytical training.
Previous professional work experience in a multi-jurisdictional law enforcement environment.
Prior experience in working Emergency Communication Center, Public Safety Entity or equivalent
