Summary This position is located in the Health Administration Service (HAS). This position functions as the Training Specialist for schedulers within the Salisbury VA Healthcare System, reporting directly to the Assistant Chief of HAS. Responsibilities Duties include but are limited to: Develops courses and implements general training plans designed to enable individuals and groups to develop knowledge and skills of the Community Care program Plans and sets broad objectives for multiple training programs and serves as a resource to the Community Care management team in determining training needs. Responsible for keeping pace with new programs, such as Veterans Choice as changes are published and communicates necessary information to individuals or groups; delivers presentations suited to the characteristics, and needs of the audience. Maintains knowledge of current information related to non-VA care regulations and seeks continuing education in all phases. Participates in regular meetings with the objective of solving problems, brainstorming, and educating staff and others as to the policies and procedures of the Community Care program. Serves as liaison between agency officials and outside training resources in planning, coordinating, scheduling, and monitoring outside specific training sessions. Independently evaluates courses by planning and conducting validity and reliability studies to analyze material and develops recommendations for course revisions. Performs audits of all work processes to include consult/authorization processing, all claims processing and payment, eligibility, and medical documentation scanning and indexing to ensure work process are being performed properly and in accordance with established laws, policies, and standards. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/04/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your specialized experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating with internal/external sources to locate and pool resources and talents to meet common training needs. Advising supervisors and employees of available training courses. Advising supervisors and employees concerning regulations and procedures for training in government and non-government facilities. Arranging for training in accordance with the established and approved plan. Providing information for available training, arranging for instruction in accordance with the established and approved plan, compiling and preparing reports and helps facilitate courses for the facility. Maintaining a library of course catalogs and course announcements. Maintaining inventory of course materials, initiates ordering of training materials as needed. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., with a major course of study in Education or a subject area related to this position. You must have an combination of specialized experience and graduate education beyond the first 18 semester hours or 27 quarter hours i.e., beyond the first year is creditable toward meeting the specialized experience requirement.
