About the Work Unit
The purpose of the Civil Rights Office is to ensure implementation of equal opportunity in all CDOT operations and services in order to meet federal mandates and compliance for federal funding. Equal Opportunity must be afforded to employees of CDOT that serve CDOT's operations, local entities, and professional consultants/private contractors who have an interest in or are working on CDOT projects. Programs are managed across organizational boundaries in all decisions that impact external stakeholders,
local entities and internal personnel.
About the Position
This compliance-focused position oversees the region's construction projects so they follow federally required provisions and relevant anti-discrimination and labor laws. This position primarily supports local city and county projects.
Your duties and responsibilities will include, but are not limited to, the following
Provide training and technical assistance to employees, contractors and local agencies for construction projects regarding all Civil Rights programs, including: disadvantaged business enterprise (DBE,) Emerging Small Business (ESB) program, on-the-job training ("OJT"), and labor compliance (read about these programs at:https://www.codot.gov/business/civilrights/smallbusiness);
Educate stakeholders about program requirements; interpret contract provisions for federally-aided construction projects, Davis-Bacon Act (https://www.dol.gov/agencies/whd/government-contracts/construction) , and applicable federal regulations;
Monitor compliance, conduct outreach, troubleshoot issues and make recommendations about penalties for noncompliance;
Review and approve Sublet Applications ensuring compliance with DBE & Federal Highways Administration (FHWA) 1273 (https://www.fhwa.dot.gov/construction/cqit/form1273.cfm) requirements;
Visit project construction sites as needed to conduct interviews;
Work within CDOT's business management software system, B2G, and certified payroll reporting system, LCP Tracker, to oversee compliance;
Other job duties as assigned.
Work Environment:
Primarily 8:00 am - 5:00 pm work hours, Monday-Friday
Approximately 20% spent in the field, 80% spent in the office
Travel during the workday required during work hours to attend meetings, trainings, project site visits as well as conduct investigations
Opportunity to work from home 1-2 days a week after training is completed
Required to operate CDOT vehicles
Required to be work outdoors in all weather, in proximity to live traffic, and over variable terrain

Minimum Qualifications
Experience Only:
At least 5 years of experience with a primary focus on compliance with labor/employment laws, equal opportunity, contract compliance, and/or business management.
OR
Education and Experience:
A combination of relevant education and experience equal to at least five (5) years.
Education from an accredited college or university with coursework in Accounting, Auditing, Business Administration, Communications, Construction Management, Law, Mathematics, Public Administration, Sociology or another field of study related to the duties of this position will be considered.
Experience with a primary focus on compliance with labor/employment laws, equal opportunity, contract compliance, and/or business management. will be considered.
