About the Paid Leave Division:
Paid Leave is a new program launched in 2026. The program provides partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child. We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us-workers, employers, caregivers, and insurers-to learn from them and build the program around their needs.
We are regularly improving and innovating our processes and practices to deliver the program. The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. Position Purpose :
The Paid Leave Appeals Unit accepts, processes, and decides appeal by applicants and employees under Minnesota Statutes, Chapter 268B. The Paid Leave Appeals Unit handles appeals of Paid Leave decisions to the Minnesota Court of Appeals and the Minnesota Supreme Court. The purpose of this position is to supervise the Legal Analysts and designated Administrative Specialists within the Paid Leave Appeals Unit. The Paid Leave Appeals Supervisor is responsible for direct supervision, coaching, performance management, workload-balancing, and process oversight. This role also leads process development, workflow harmonization, training, and implementation initiatives in a live program environment. The supervisor ensures consistency, quality, and timeliness across Appeals' work products, assists in operational decision-making, leads continuous improvement efforts, and serves as a primary liaison for cross-unit coordination with Contact Center (CC), Claims Adjudication Team (CAT), and Administrative Services. This position does not issue legal orders or make legal decisions; instead, it provides operational oversight, guidance, and accountability for staff responsible for intake, processing, and appeals support.
This position works within the Paid Leave Appeals unit and works with the Senior Manager of Appeals, Appeals Managers, Legal Analysts, Paid Leave Judges and other appeals staff to receive, review, and decide appeals of eligibility determinations, determinations of benefit account, and determinations related to employers. This position also works cross-functionally with the rest of the Paid Leave Operations Team when needed.
Key Responsibilities :
Supervision and performance management: supervise and direct daily work of Legal Analysts and Administrative Specialists, provide regular feedback and coaching, and complete performance reviews in a timely manner. Participate in recruitment of new staff.
Process management and continuous improvement: monitor case management and administrative processes, identify gaps, and lead process development and updating to ensure harmonization across the Appeals unit. Partner with other Paid Leave units (Claims Adjudication, Contact Center, Program Integrity, and Administrative Services) to ensure consistency across platforms. Develop and implement processes for handling appeals of Paid Leave decision to the Minnesota Court of Appeals and Minnesota Supreme Court.
Workload coordination and operational oversight: monitor case volume daily; review and reassign workload as needed to ensure balance among team members; monitor productivity for intake, hearing preparation, decision drafting and sending, and other Appeals unit functions.
Cross-unit collaboration and implementation: Liaise with other Paid Leave units (Claims Adjudication, Contact Center, Program Integrity, and Administrative Services) to ensure timely responses to internal and external stakeholders, coordinate implementation initiatives in a fully live environment, and assist in translating implementation decisions into actionable workflows.
Training coordination and instructional support: identify training needs. Collaborate with Learning Solutions Manager and Appeals managers to develop and deliver training for onboarding and continuous skill development.

This position will be based out of the St. Paul office.

Minimum Qualifications

Two (2) years of experience in a leadership role overseeing core transactional business processes, including responsibility for managing teams to meet the organization's productivity, quality, and performance goals.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience with cross-functional collaboration to design intake/triage processes; creating, documenting, and improving workflows and handoffs, and implementing quality controls.
Ability to communicate effectively to align with leadership direction, and incorporate constructive feedback into day-to-day decision-making, workflow improvements, and staff supervision.
Ability to adapt rapidly to evolving priorities, phased rollouts, and iterative process improvements.
Ability to triage competing requests from internal and external stakeholders, delegate workload demands, and maintain consistent and effective communication with affected parties.
Ability to coach, develop, and evaluate staff; set clear expectations; manage performance; and foster accountability.
Ability to develop a measurement plan with clear metrics to accurately depict the health of your business processes and direct your attention to top priorities.
Preferred Qualifications
Experience with government benefits and health laws and regulations, such as Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Workers' Compensation, Social Security Disability, and Human Services programs.
Experience implementing or improving customer service models for high-volume, time-sensitive legal/administrative operations.
Experience working with Salesforce reporting/dashboards; basic familiarity with objects, relationships, and permissions.
Experience working with Microsoft Lists/SharePoint customization (views, columns, permissions) and Power Automate for workflow.
Experience working with Power BI reporting and dashboards.
Experience working with Microsoft Excel.
