Duties Description DUTIES AND RESPONSIBILITIES: Under the direction of the Park Manager 1, SG-18 at Rockland Lake State Park, the Park Supervisor 2's duties include but are not limited to:- Directly supervise, train, and evaluate seasonal and permanent staff to ensure that assigned tasks are completed correctly, safely and in a timely fashion.- Assist staff in performing tasks and in resolving work-related issues.- Plan, direct, develop, and implement minor rehabilitation, construction projects, and preventative maintenance programs.- Direct the operation of a large aquatic complex which includes a 25,000 square foot pool and spray ground.- Instruct staff in work techniques, use of equipment, and safety precautions and requirements, including Occupational Safety and Health Administration (OSHA) requirements.- Review maintenance requests and assess materials, equipment, and labor requirements.- Receive, investigate, and reply to patron or employee complaints.- Perform a variety of administrative duties including preparing documentation such as requisitions for purchasing materials and supplies; monitoring inventory and requisitions for materials, tools, equipment, and supplies; coordinating temporary maintenance work for special events and issuing special permits; and preparing various reports including attendance, personnel, and work progress reports.- Respond to and work with community groups and organizations regarding facility use requests.- Plan and schedule recreation activities and special events, coordinating the logistical aspects of routine programs and special events, including security, admissions, transportation, traffic flow, and cleanup.- Operate vehicles and other power equipment utilized in the maintenance and repair of the park, including but not limited to, trucks, chainsaws, bobcats, jack hammers, and tractors.- Perform tree removal including felling and cutting trees using various equipment and machinery including chainsaws. - Perform manual labor, including lifting, bending, climbing, and standing for extended periods which may involve working in inclement weather.- Adhere to the agency's Code of Conduct Policy and ensure compliance with all guidelines, policies, and procedures in the performance of daily tasks.
Minimum Qualifications NY HELPS Qualifications:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Either 1. four years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus; one year of this experience must be at a supervisory level;Or 2. an associate's or higher level degree or 60 college semester credit hours AND two years as described in No. 1 above; one year of this experience must be at a supervisory level.A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. If verifiable, we will accept and prorate appropriate part-time and volunteer experience.For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You must pay the required evaluation fee.Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.Eligible List Qualifications:Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.Reassignment Qualifications:Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 2 to be eligible for reassignment.Provisional Qualifications: In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. If verifiable, we will accept and prorate appropriate part-time and volunteer experience.52.7 Non-Competitive Promotion (NCP) Qualifications:It is the intention of the Office of Parks, Recreation and Historic Preservation (OPRHP) to fill a contingent-permanent competitive position of Park Supervisor 2 located in Rockland Lake State Park located at 299 Rockland Lake Rd., Valley Cottage, NY 10989.The promotion minimum qualification for appointment are: One year of permanent competitive, non-competitive NY HELPS, or 55b/c service as a Park Supervisor 1, SG-11. The established promotion field is limited to those serving in the direct line title only.As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made via non-competitive promotion (NCP), pursuant to Section 52.7 of New York State Civil Service Law.Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed the last two holdings of the Park Supervisor 2 promotion exam.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. Additional Comments OPERATING NEEDS:- Must possess and maintain a valid driver's license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.- Must possess a valid Certified Pool & Spa Operator (CPO) certification OR successfully complete the Pool Operator Training Session (POTS) offered by OPRHP within the probationary period as a term and condition of employment. - Must have the ability to operate a chainsaw and must complete OPRHP sawyer training or equivalent within the probationary period and maintain it as a term and condition of employment.
