Role Overview:
The Product Owner is a member of the Agile team who serves as the customer proxy responsible for working with BMV departments and other stakeholders -- including other Product Owners -- to define and prioritize user stories in the team backlog. You will provide technical guidance and Agile leadership for software development. You will focus on leading your Agile team of Developers and Quality Assurance Analyst Engineers to develop and deploy new application functionality and break-fix deployment.
Key outcomes for this role are:
Make technical decisions to meet the design goals articulated in the product road map.
Work as a technical support and liaison to designated IT personnel to provide testing, support and feedback on enhancement requests and regular updates/releases; adhere to release schedules.
Demonstrate a high level of subject matter expertise in functional areas to bridge business requirements and IT solutions; provide technical direction and ensure compliance with best practice solutions.
Review of functional, and non-functional test plans and user acceptance test plans/scenarios.
Participate in the testing of new features and functionality to ensure the delivered solution meets the business requirements.
Solicit final customer acceptance of the delivered solution.
Provide analytical support for critical corporate initiatives including business function support for system migrations and consolidations, significant business area process improvement projects and complex product installations.
Provide subject matter expertise to the Scrum teams, Production Support, and other teams (as needed).
Manage, build, and maintain team backlog ensuring user stories are clearly defined, prioritized, and ready for development.
Review and reprioritize the backlog as part of the prep work for iteration planning, including coordination of dependencies with other Product Owners and stakeholders.
Update user story?definition, providing the clarifications necessary to assist the team with their story estimates and sequencing.
Assist in drafting the team's specific objectives for the upcoming release(s).
Act as primary source for story detail, and priorities, and has the responsibility of accepting the final iteration plan.
Maintain the user story flow through each iteration and during Iteration Planning.
Collaborate with team to detail stories with clear acceptance criteria.
Participate in Agile ceremonies, including daily stand-ups, backlog refinement, sprint planning, , iteration planning, and team syncs.
Work across teams to define and implement improvement stories that will increase the velocity and quality.
Establish timelines and product benchmarks.
Ensure product aligns with company mission and goals.
Collaborate with various business teams to translate requirements and business needs into well-defined user stories and acceptance criteria.
Salary:
The salary for this position traditionally starts at $61,022 but may be commensurate with education and experience.

A Day in the Life:
In this role you will:
Conduct?thorough research, fact-finding, and analysis of user needs and problems required to develop and maintain information systems of moderate complexity.
Assist in analyzing business processes and workflows to determine how applications can be optimized to meet organizational goals.
Prepare?project feasibility studies.
Prepare?user requirements, functional design, physical design, and other relevant system design components.
Formulate?system scope, project cost, time estimates, and human resource and equipment requirements for implementation of new application software or enhancements to existing application software systems.
Assist in coordinating tasks, managing timelines and ensuring project deliverables are met.
Provide technical support for application systems, including diagnosing and resolving issues.
Design, code, and debug new application software programs and/or makes enhancements to existing application software programs of all levels.
Test and troubleshoot system interfaces to ensure smooth data flow between applications.
Provide?complete documentation for new or modified information systems and/or application software programs.
Mentor, gudide, and train new and lower-level staff.
Monitor?completed application software systems to ensure proper execution and performance.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Credentials:
Bachelor's Degree in Business Administration or Information Technology is preferred, but not required. Relevant experience may substitute for degree.
Certified Scrum Product Owner (CSPO) certification from Scrum Alliance is a plus.
Experience in a Product Owner role using Agile development methodology, is desired.
Process definition, management and monitoring, release management, web experience, database, XML, XSL and/or requirement definition is desired.
Proficient in Azure DevOps.
Additional qualifications:
Working knowledge of business functions and a successful history of solution implementation.
Ability to balance multiple priorities and to adapt to changing needs and dealines.
Excellent written and verbal communication skills; ability to understand and effectively communicate technical concepts in a compelling, persuasive manner to non-technical persons.

A degree is not required. However, at least 2-4 years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
