Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USCYBERCOM - J9- Fort Meade, Maryland. Responsibilities Develops and leads comprehensive contracting plans, from reviewing requirements and analyzing the market to formulating acquisition strategies and preparing solicitation documents Manages the entire procurement process, including issuing solicitations, evaluating proposals, leading negotiations on price and terms, and awarding contracts in compliance with regulations. Oversees post-award contract performance, managing modifications, ensuring contractor compliance, resolving disputes and handling contract closeout procedures. Serves as an expert advisor on acquisition matters, provides authoritative guidance to stakeholders, and contributes to special initiatives to innovate and improve contracting processes. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe at least one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Interpreting and applying the full range of Federal and/or DoD contracting laws, regulations and policies to execute pre-award and post award action for a variety of complex or high-value contracts. 2) Analyzing challenging controversial, or unprecedented contracting issues and recommending or implementing improved methods and operating procedures to resolve them and prevent recurrence. 3) Independently developing comprehensive negotiations strategies, defining the government's negotiation objectives and serving as the lead negotiator to secure favorable terms on price, schedule and technical requirements. 4) Serving as a contracting subject matter expert, providing credible advice and guidance on complex acquisition matters to program managers, senior leadership and other stakeholders to facilitate mission-critical procurement decisions.
