The primary purpose of this position is to direct the functions of the Project Execution Support Section; planning, directing, organizing, and exercising control over non-supervisory employees assigned and to perform the duties and functions of the Installation's Geospatial Information Systems (GIS) Program Manager. Responsibilities Directs the functions of the Project Execution Support Section (CENME) Functions as the Installation Geospatial Integration Program Manager. Manages, develops and maintains facility floorplan information for the installation or Wing. Provides training, material resources, information security support, and manages engineering records for the installation or Wing. Exercises supervisory personnel management responsibilities. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT FOR GS 150 Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.. OR Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown above, plus appropriate experience or additional education. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT FOR GS-1370: Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR Combination of education and experience: courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of cartographic theories, concepts, principles, practices, and equipment, including those used in photogrammetry, remote sensing, photointerpretation, digital sensing, or other techniques. 2) Applying professional knowledge of geospatial sciences concepts, principles and practices including geographic information systems, remote sensing, and scientific data visualization, and their applications to geospatial operations and analysis. 3) Using professional knowledge of digital geospatial and derivative processes and products including data production, management, archive, maintenance processing, applications, and the associated standards, including Federal Geographic Data Committee (FGDC) Standards, and the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE). 4) Analyzing planning problems, identifying, and defining goals and objectives, organizing, and directing the functions and staff of a small to medium sized organization and coordinating planning activities and programs at and between several organization levels. 5) Expressing ideas orally and in writing, or by means of graphics and sketches. 6) Dealing tactfully and diplomatically with others. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of geospatial concepts, theories, principles (e.g. geography, cartography, geometry, geodesy, photogrammetry, remote sensing, etc.) and their applications to geospatial practices, operations, and analysis (e.g. Geographic Information System (GIS), computer-aided design and drafting (CADD),Building Information Modeling (BIM), Global Positioning System (GPS), surveying, etc.) to manage jurisdictional areas (e.g. military installations, municipalities, utility districts, etc.) and their facilities. 2. Knowledge of industry spatial data standards (e.g. CAD, Federal Geographic Data Committee(FGDC), Spatial Data Standard for Facilities, Infrastructure, and Environment (SDSFIE), International Organization for Standardization (ISO), National BIM Standard-United States (NBIMS-US), etc.). 3. Knowledge of functional work area disciplines (e.g. engineering, planning, utilities, communications, security, safety, environmental management, emergency response, etc.) and business processes to support these functional requirements. 4. Skill in terrestrial or three-dimensional mapping, drafting, or surveying methods and techniques, and skills in file management. Skill in GIS, CADD, or surveying software and equipment use including knowledge of the capabilities, limitations, and employment of commercial-off- the-shelf software and equipment used by industry. 5. Ability to communicate effectively both orally and in writing and to train in instructor-led and on-the-job environments. Ability to manage a small staff and carry out all phases of personnel management responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
