The purpose of this position is to develop and implement strategic communications and public relations initiatives for the City of Saint Charles. The Strategic Communications Manager supports both day-to-day communications and long-range public information efforts. This role is ideal for a strong writer and self-starter who can turn complex information into clear, engaging, and accessible content. Working closely with the Communications & Marketing Director, this position serves as a key partner in planning and executing citywide communications, managing content, and coordinating with departments across the organization. It is a hands-on, execution-focused role with regular visibility across City leadership and opportunities to broaden skills, gain diverse experience, and contribute to high-impact projects.
This position will work as part of the communications and marketing team while partnering with departments across the organization to coordinate the following functions:
Communications, marketing and campaign development and delivery.
Web and digital content development and delivery.
Brand stewardship and media relations.
Internal communications and stakeholder engagement.
Strategic communications support and counsel that drive innovation, creativity, and new approaches aligned with City objectives.
Contributing to the development and implementation of strategic plans
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other responsibilities may be required and assigned.
Work closely with the communications and marketing director to plan, advise on, and deliver effective communications and marketing strategies, and annual action plans.
Oversee the planning and delivery of internal and external stakeholder communication on high profile projects.
Manage proactive and reactive media relations, including timely responses to inquiries and handling complex or sensitive issues that carry reputational risk.
Build trusted relationships with department leaders and provide strategic communications counsel, training, and support as needed.
Serve as a point of contact for media and maintain effective relationships with key media sources.
Develop and implement proactive communications and community relations strategies, leveraging news releases, newsletters, emails, articles, postings, publications, scripts and electronic media, etc.
Support crisis communications and assist in the management of media relations during critical incidents.
Proactively develop and implement communication strategies and plans to engage internal and external stakeholders, and to promote City accomplishments and activities.
Write, edit, and distribute a variety of communications including newsletters (internal and external), press releases, media responses, website content, leader talking points and position papers.
Coordinate with City departments to gather information, develop content, and ensure accuracy.
Manage and update communications channels, including the employee intranet, City website, email platforms and digital tools.
Assist with public information requests.
Serve as a backup for the Communications and Marketing Director, as needed.
Minimum Training and Experience Required to Perform Essential Job Functions
Bachelor's degree in English, Marketing, Communications, Public Relations or related area, with a minimum of five years PR/Communications experience.
Exceptional writing and editing skills
Strong organizational and time-management abilities
Ability to translate complex or technical information into clear, accessible language
