This position exists to perform petroleum contamination related investigations and remediation actions using the authority established under state and federal statutes. Develop with other members of the team, and MPCA contractors a scope of work for remedial investigation, feasibility study and response action for each assigned site. Develop a preliminary fund-financed strategy and determine the availability of federal or state fund dollars for applicable sites. Review work plans and prepare work orders in accordance with the Superfund, Petroleum, and Agriculture Environmental Professional Master Contract and MPCA contracting procedures. Review and approve invoices for work completed under approved site work plans. This position requires knowledge of Agency Remediation programs such as the Petroleum Remediation Program, and Emergency response Program. Apply the Petroleum Remediation Program guidelines, Minn. Rules ch. 7037, and Petrofund guidelines and rules.
Minimum Qualifications
Two years advanced professional experience remediating contaminated properties including some experience with petroleum remediation. (Advanced professional-level experience is equivalent to Senior Environmental Specialist/Environmental Specialist 3 level work).
Candidates must be skilled in communicating, negotiating and collaborating with stakeholders who have varying ways of contributing to project outcomes. Communication skills must be sufficient to present information and results concerning environmental and public health risks.
Candidates must have effective planning and project management skills and the ability to make environmental risk decisions based on data.
The Minnesota Pollution Control Agency will not sponsor applicants for work visas including F-1 STEM OTP extensions.

Preferred Qualifications
Knowledge of Agency Remediation programs such as the Petroleum Remediation Program, Brownfields Program, Emergency Management Unit and the Petrofund rules.
Advanced experience in petroleum site environmental investigations and cleanup.
Experience in drafting scopes of work and budgets for environmental investigations and cleanups.
Experience in leading and coordinating teams, including guiding and developing team members and monitoring individuals and team performance.
Data analysis and data management experience sufficient to identify and report information that is critical to program issues and decision-making.
Ability to:
Develop management plans and enforcement strategies and milestones for complex and often unique site situations.
Plan, coordinate, influence, negotiate with other agency staff, other government agencies or departments and state contractors.
Resolve potentially contentious, controversial, and complex environmental issues.
Apply the Petroleum Remediation Program guidelines, Minn. Rules Ch. 7037, and Petrofund guidelines/rules.
Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Additional Requirements
Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle.
