This position provides advanced policy development and ongoing management of adult intensive residential and non-residential rehabilitative mental health services and other mental health services for adults. These programs include Assertive Community Treatment (ACT), Intensive Residential Treatment Services (IRTS), and Adult Mental Health Residential Crisis Stabilization (RCS) services. This role may also provide policy consultation for non-medical assistance funded adult intensive residential and non-residential services. In this role, the incumbent collaborates with policy experts, interested parties and partners, rates and compliance, Centers for Medicare and Medicaid Services (CMS) and staff at all levels to maintain program oversight and fidelity. The incumbent implements the provider qualification and certification standards for ACT, IRTS, and RCS. The incumbent manages all program elements for FACT, ACT, IRTS, and RCS including contracts, certification, processes, RFPs, stakeholder relations and communication, coordinating award of funds, and conducting reviews on a regular basis. The incumbent oversees fidelity to the ACT, FACT, IRTS, and RCS models by providing technical assistance to all teams statewide and conducting in-depth audits and reviews. The incumbent provides technical assistance in terms of implementing mental health policy decisions and medical necessity pathways often coordinating with other administration particularly when licensing and certification intersect to ensure services provided align with Minnesota Statutes chapter 245I.
The incumbent will assist in the development of specialized IRTS programming to support individuals with increased medical need, high behavioral acuity, and co-occurring substance use disorders. This position is responsible for implementing integrated dual disorder policy and practices for serving people with co-occurring substance use disorders within IRTS settings.
The incumbent analyzes gaps in the state's adult mental health delivery service continuum, especially regarding the intensive services to meet the needs of those with higher acuity. Incumbent will lead a team to address service needs of persons with physical health and other complex needs of persons with severe and persistent mental illness. Incumbent develops and oversees implementation of community-based service capacity to reduce risk of avoidable admissions and readmissions to inpatient psychiatric services.
The incumbent provides expert consultation and guidance statewide through the development of program standards, and policies related to ACT, IRTS, and RCS. The incumbent monitors the implementation of best practice in mental health for all programs. The incumbent may provide or refer clinical consultation consistent with the scope of their practice.
The incumbent will work with providers, managed care organizations, counties, advocacy organizations, DHS Licensing, and other interested parties to assure ACT, IRTS, and RCS serve adults with complex mental health conditions and behavioral health needs. This position will support ongoing development, oversight and implementation of evidence-based practices within the adult intensive services programs. Other duties as assigned include participation in Behavioral health administration and division priorities. The incumbent reviews and sets standards and procedures for setting rates for ACT, IRTS, and RCS programs. The incumbent develops mechanisms for tracking and evaluation of budget and expenditure reporting for ACT, IRTS, and RCS programs.
The incumbent takes a leadership role in program integrity activities. This includes directing and coordinating efforts to ensure compliance with statutory, regulatory, and policy requirements; identifying and addressing systemic risks; overseeing the accuracy and consistency of program operations; and guiding providers and internal staff in the implementation of corrective actions. The incumbent applies advanced knowledge of service standards and federal and state regulatory frameworks to maintain fidelity to established models and uphold the integrity of ACT, IRTS and RCS programs. The scope of the incumbent's work extends across the administrations of Behavioral Health, Aging and Disability Services, Health Care, Licensing Division, Operations, Direct Care and Treatment, American Indian Team, Rates and Finance, Appeals and Regulations, Office of Chief Compliance Officer, Medicaid, Department of Benefits and Evaluation, and reporting mechanisms.
Minimum Qualifications

Three (3) years specialized advanced level working experience that includes a clinical understanding of mental health and substance use disorder assessment and treatment.
Experience must include:
Understanding of behavioral health policies, standards, laws and rules to implement treatment services.
Practical knowledge of mental health service delivery systems that include clinical treatment services for adults with mental health challenges.
Providing and offering referrals related to clinical guidance in the delivery of technical assistance to providers and administrators of services.
Understanding of project and contract management principles to coordinate, monitor and evaluate results.
Evaluating methods and treatment modules for mental health and substance use disorders.
MS Office Suite and other programs such as: PowerPoint, Teams, Excel, and SharePoint.
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.
Experience evaluating programs or claims for potential fraud, waste, or abuse and using critical thinking skills to identify risks, conflicting factors, and next steps.
Ability to give presentations and facilitate discussions to guide, solicit and explore diverse perspectives.
Strong human relations and communication skills; Experience with professional communication both verbal and in writing.
Master's degree or higher in a Mental Health discipline recognized by Minnesota.
Current knowledge of the mental health service system and engagement in at least two years of clinical practice, program administration,or mental health policy development.
Actively licensed as an independent mental health professional in Minnesota.
