As a Managed Care Contract Attorney, you will direct high-visibility functions crossing multiple Department of Human Services (DHS) administrations, the Minnesota Legislature, and the federal Centers for Medicare & Medicaid Services (CMS). Minnesota contracts with eight different managed care organizations responsible for delivering health care and long-term care services and supports to over one million people in the state. This position is responsible for the development and federal approval of managed care contracts which comprise the single largest procurement in the state.
Responsibilities include but may not be limited to:
Draft and maintain legally sound, managed care contracts that are consistent with federal and state law.
Work as a member of the contract negotiations teams between DHS and managed care organizations to ensure that final contracts accurately reflect the agreements discussed and are compliant with state and federal law and receive federal approval.
Serve as the agency expert on federal and state managed care statutory and regulatory law providing technical assistance and support to resolve technical issues and promote the administration's goals.
Maintain subject matter expertise in state and federal law governing Minnesota's Medical Assistance, Basic Health Program, and state-funded MinnesotaCare.
Provide guidance to DHS staff planning and implementing managed care or alternative purchasing models for Medical Assistance (MA) and MinnesotaCare coverage.
Develop and submit required reports to CMS for approval.
Lead all CMS facing negotiations and discussions pertaining to the state's managed care contracts, contract amendments, capitation rates, and directed payments.
Ensure the managed care section of the Medicaid state plan and the "blueprint" for the state's Basic Health Program reflects the state's purchasing structure and satisfies federal requirements.
Minimum Qualifications

JD degree from an ABA accredited law school;
Current license and in good standing to practice law in Minnesota; and
At least three (3) years' experience as a practicing attorney in or related to contract law.
AND
Experience must also demonstrate the following:
Strong legal research, analysis, and writing skills.
Building and maintaining good working relationships with internal and external stakeholders.
Providing legal advice on diverse and complex human services and data privacy matters.
Experience in one or more areas of law related to the position.
Preferred Qualifications
Experience identifying potential issues in the content of contracts, as well as potential violations of state and federal contracting statutes and regulations.
Knowledge and ability necessary to successfully conduct extremely complex work which includes the analysis and application of federal and state laws, regulations, agency rules, policy, hearing procedures, rules of evidence, codes and case law.
Experience working for a government agency/organization.
Variety of experiences working effectively with others from different backgrounds and cultures.
