Job Duties
This position serves as the State Training and Exercise Coordinator within the Exercise Branch of the Training, Education, and Exercise Division (TEED) and reports directly to the State Exercise Officer. This position is responsible for routinely communicating, coordinating, and collaborating with Virginia Emergency Support Team (VEST) members, State Agency partners, internal VDEM Divisions, Public/Private external stakeholders, and additional stakeholders on Training and Exercise preparedness activities. The incumbent will assist with developing training schedules, materials, and facilitate in person and virtual training sessions for State agency partners. Additional delivery of training courses may include Federal Emergency Management Agency (FEMA), National Disaster Emergency Management University (NDEMU), National Domestic Preparedness Consortium (NDPC) or approved Commonwealth courses.
This position will support the Statewide Exercise Program by leading and/or supporting an all hazards approach to Federal, State, and/or Tribal/Territorial partners in overall exercise project management that is consistent with the Homeland Security Exercise and Evaluation Program (HSEEP) exercise cycle framework, based on prioritized preparedness needs from federal agencies, Commonwealth of Virginia THIRA/SPR report, and other Virginia stakeholder, or leadership priorities. This position may require travel to facilitate trainings, attend meetings, and design, develop, conduct, and evaluate exercises, of all levels of complexity.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employees official EWP.
Minimum Qualifications
-Knowledge of and experience in Federal, State, Local or Tribal/Territorial Emergency Management including Emergency Operations and HSEEP Exercise Cycle.
-Knowledge of planning methodology, project management, and the FEMA Preparedness Cycle to include analysis, design, development, implementation, evaluation, and improvement planning.
-Abilities to apply an all hazards whole community approach to develop, lead/manage training and exercise program initiatives on needs assessment, plan effectively, and track corrective actions / improvement plans are essential.
-Knowledge of and experience in content creation methods, adult learning techniques, instructional design methods, and curriculum development processes.
-Skills in training facilitation, public speaking, and delivering trainings.
-Ability work collaboratively with federal and state agencies.
Additional Considerations
-Relevant experience in emergency management.
-Experience with technical writing.
-Knowledge of Virginia state government organization and operations.
-Prefer 2019 NIMS compliant training complete.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
