Information Technology Supervisor
Colorado Springs Utilities is seeking a strategic, people-focused, and technically strong Applications Supervisor to lead our Customer Technology team, with primary responsibility for Oracle Utilities Customer to Meter (C2M) and its integrated customer-facing systems.

As an Applications Supervisor, you will lead a technical team supporting and enhancing Oracle Utilities C2M and related systems that deliver the end-to-end Meter-to-Cash process. This role requires strong enterprise systems expertise, cross-functional leadership, and the ability to drive strategic initiatives, manage complex work, and ensure regulatory and audit compliance.
How you'll make an impact as an IT Supervisor...
Provide strategic leadership in the planning, development, and execution of Oracle Utilities C2M and customer-facing application platforms to ensure alignment with organizational objectives and long-term strategic initiatives.
Lead, supervise, and develop a team of Information Technology professionals, fostering a culture of accountability, collaboration, continuous learning, and performance excellence.
Establish clear direction through goal setting, performance management, mentoring, and workforce planning to support both operational needs and organizational priorities.
Serve as a first-level people leader, ensuring operational effectiveness while supporting employee development, talent retention, and succession planning.
Oversee the daily operation, stability, and performance of Oracle Utilities C2M, including CC&B, MDM, and ODM modules.
Lead and manage a team of applications administrators and developers, providing technical direction, setting priorities, supporting professional development, and ensuring delivery of reliable, high-quality application services.
Provide oversight of the Software Development Lifecycle (SDLC), ensuring applications are designed, developed, tested, deployed, and maintained in alignment with organizational standards, security requirements, and best practices.
Ensure the stable and reliable operation of Oracle Utilities C2M as the system of record for Customer-to-Meter and Meter-to-Cash processing, including billing and rate execution, payment and credit processing, meter data ingestion and validation, asset and service point data, and the integration of field and enterprise systems.
Manage system availability, batch processing operations (including ASG-Zena), integrations, and incident resolution in accordance with established service level expectations.
Facilitate the analysis, escalation, and resolution of complex application and integration issues in partnership with vendors, infrastructure teams, and business stakeholders.
Manage a portfolio of application initiatives, including enhancements, upgrades, and regulatory changes related to C2M and customer-focused systems.
Lead or support projects involving development, system configuration, integrations, testing, deployments, and post-implementation stabilization.
Collaborate with business units to gather requirements, translate business needs into technical solutions, and ensure delivered outcomes align with organizational goals.
Balance competing priorities while maintaining business continuity and operational reliability.
Oversee integrations between C2M and internal and external systems, including payment platforms, customer portals, APIs, contact center solutions, mobile workforce management tools, meter head-end systems, and enterprise platforms.
Manage vendor relationships, including Statements of Work (SOWs), contract oversight, and invoice approvals.
Partner with Oracle and third-party vendors to support product upgrades, patches, and strategic roadmap planning.
Ensure applications comply with audit, regulatory, privacy, and cybersecurity requirements.
Enforce IT policies, change management standards, and operational procedures.
Support disaster recovery, business continuity, and data protection initiatives for customer-facing systems.
Participate in enterprise-wide strategic planning, contributing to the development of organizational strategies, business plans, and technology policies.
What does the success profile look like for this IT Supervisor role?
Most successful candidates in this role will bring a combination of education, technical expertise, and leadership experience that supports both strategic and operational excellence.
Bachelor's degree in Information Technology, Computer Science, or a related field, or an equivalent combination of education and experience.
Minimum of five (5) years of leadership or supervisory experience within Information Technology.
Demonstrated experience supporting or managing enterprise application platforms, preferably in utilities, customer systems, billing, or financial operations.
Strong understanding of application lifecycle management, system integrations, and operational support models.
Proven ability to lead teams, manage priorities, and deliver results in a complex, regulated environment.
Experience with Oracle Utilities Customer to Meter (C2M), CC&B, MDM, or similar utility billing and customer platforms.
Knowledge of the Meter-to-Cash process within a utility environment.
Familiarity with batch scheduling, middleware, APIs, and integration platforms.
Experience working with customer portals, payment platforms, contact center technologies, or mobile workforce systems.
ITIL, project management, or application-related certifications.
Experience supporting highly available, customer-critical systems operating 24/7/365.
PHYSICAL REQUIREMENTS/WORKING CONDITIONS:
Exerts up to 10 lbs. of force occasionally and/or a small amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
