Responsibilities The agency Budget Officer is located within the Division of Planning, Budget, and Evaluation (FMPB) and reports to the Deputy Chief Financial Officer (CFO) in the Office of Financial Management, Planning, and Evaluation (EXFM). The Budget Officer is responsible for developing the agency's budget requests to OMB and Congress. They manage all phases of budget execution, strengthen internal controls, and ensure compliance with all financial requirements. The role requires expert analytical capability, strategic communication skills, and the ability to collaborate across programs in a small-agency environment where resources must be carefully aligned to mission priorities. Furthermore, the Budget Officer is responsible for supervising a dynamic team while also providing leadership, sound financial stewardship, and effective execution of CPSC's appropriations. You may also prepare apportionments, ensure performance integration; advise senior leadership on budget matters; and leading discussions with OMB on critical funding and policy matters. Duties include, but are not limited to: Develops annual budget estimates; prepares MAX A-11 submissions and narrative justifications; monitors apportionments, allotments, obligations, and outlays; compares execution results to operating plans; ensures compliance with appropriations law and OMB requirements; and advises senior leadership on tradeoffs, risks, and resource decisions to reconcile competing priorities with available resources. Develops the annual operating plan and monitors execution of appropriated funds to include regular reporting of the agency's financial condition to the CFO, Executive Director, Chairman, and Commissioners. Oversees annual budget formulation and justification processes, ensuring that CPSC's needs are appropriately justified and communicated to OMB and Congress. Fosters effective communication with OMB on budget data calls and passback; and obtains continuous information on the Administration's budget priorities and guidance for formulation, justification, and execution. Responsible for providing analysis and advice to promote sound decisions and efficiency in the distribution, allocation, and use of appropriated, reimbursable, and grant funds and provides detailed financial information to agency managers to aid in budgeting, policy decision-making, financial projections, and availability of funds. Conducts advanced financial analyses, forecasting resource needs, producing variance analyses, and developing dashboards or reports to inform executive decision making, to include performing an effective payroll analysis of the agency salary obligations to project the availability of funds to support mission critical workforce decisions. Leads the midyear process by consolidating unfunded needs, validating financial availability, and guiding leadership decisions to ensure agency resources are aligned, prioritized, and executed effectively for the remainder of the fiscal year. Supports the Executive Director and the Chief Data Officer in the development of the long-range strategic plan (including updates); aligning the agency's budget to the strategic goals; contributing to annual performance planning and reporting; and integrating performance metrics into budget decision making. Directs the development of the agency's budget policy, to include directives, cycle memos outlining internal controls, and standard operating procedures to ensure continuity of operations. Qualifications All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Qualifying specialized experience must demonstrate the following: Directing and/or preparing an agency's budget the formulation and justification to executive leadership, Office of Management and Budget, and Congress; Directing and/or preparing budget estimates and long-range budget forecasts and ensuring alignment with agency strategic goals; Directing and/or preparing and reviewing monthly status of funds reports and ensuring accurate financial tracking; Briefing senior officials on agency budget status, associated risks, and making recommendations; Directing and/or preparing budget related reports, official memorandums, executive presentations, and briefing senior executives; AND Extensive knowledge of budget concepts including those in other financial disciplines in a federal government setting.
