Summary The incumbent in this position serves as the Executive Assistant to the Principal Deputy Assistant Secretary (PDAS), Deputy Chief Information Officers (DCIO) and Deputy Assistant Secretary (DAS) for Office of Information and Technology (OIT), Department of Veterans Affairs (VA). They assure that policies and programs are properly coordinated with other VA components and other government agencies and keeps the PDAS fully informed of program issues affecting VA. Responsibilities Major Duties: Manages calendar priorities, ensuring the timely planning, scheduling, and coordination of major projects that analyze and evaluate organizational effectiveness. Represents the Executive Director in a wide range of matters, including consideration or implementation of policies, practices, or other operational and management activities. Coordinates office activities with top management of the Department, and other elements including other agencies in the executive branch. Is authorized to speak for and commit for the Executive Director to courses of action within established policy. Participates in all phases of organizational and management matters, including organizational redesign and impacts associated with legislative and regulatory changes and management requirements. Collaborates with Deputy Chief Information Officer and Deputy Assistant Secretaries (DAS) staff to gather information necessary to coordinate and finalize action items. The incumbent maintains and controls complete list of all internal and external action items; updates progress on action items on a daily basis, ensuring that action items are completed in a timely manner. As required by the SES, prepares policy drafts for coordination and approval. Based on studies, laws, regulations, and organizational needs, develops, recommends and implements organizational policy to improve overall efficiency and effectiveness throughout service line and OIT. Participates in short, mid, and long-range planning of organizational activities. Continuously evaluates operations to ensure organizational objectives and goals are met. Informs the Executive Director of matters pertaining to the general efficiency of the organization. Facilitates communication, coordination and planning with subordinate offices. Participates in and/or initiates the review of matters of an administrative nature involving the functional areas of human resources management, equal employment opportunity diversity management, complaint resolution management, administration and labor relations. Communicates and coordinates as appropriate the Executive Director's position on overall controversial policy direction to topical issues that are priorities of the Secretary, the White House, Congress, and other key stakeholders. Is responsible for staying abreast of the most recent developments and for providing approaches to ensure the assigned service line meets the requirements for critical initiatives. Analyzes and interprets attitudes of persons contacted and briefs the Executive Director on the opinions and trends which the incumbent is able to identify and recommends courses of action based on information gathered after considering political implications of such information. Serves as the Executive Director eyes and ears on a myriad of issues to include processes, procedures, policy development, program plans, services to Veterans and strategic planning and implementation. Provides expert advice and guidance to Executive Director and other senior officials, with analysis, advice, and assistance in preparing briefing packages, study reports and summary assessments to communicate results of studies, analytical assessments and projects. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skllls, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: Experience providing senior-level executive management and administrative support to a Senior Executive Service official, including managing calendars, coordinating high-level meetings, and preparing executive correspondence and briefing materials. Served as a principal liaison with senior leaders and external stakeholders, ensuring timely information flow for executive decision-making and overseeing sensitive matters. Managed complex travel logistics and proactively resolved issues in a fast-paced, high-visibility environment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
