Division of Gaming:
Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.
What we do:
The Gaming Enforcement unit provides crime investigations, identifies and interviews suspects, collects evidence, interviews witnesses, and evaluates criminal activity in Colorado Casinos.
Actively patrolling Colorado casinos.
Conducting regulatory investigations regarding statutes, rules and internal controls.
Conducting criminal investigations.
Conducting compliance inspections.
Providing educational services to licensees and the public.
A typical day as a Criminal Investigator III: Perform as a peace officer to investigate and enforce the Colorado Limited Gaming Act of 1991, and the Colorado Revised Criminal Statutes, and conduct comprehensive background and pre-licensing investigations. This position plans and conducts investigations of violations of limited gaming and criminal laws. Investigators use and interpret the Colorado Limited Gaming Statutes, Regulations, and Internal Control Minimum Procedures. Additionally, this Criminal Investigator position conducts investigations of criminal code and administrative violations. As such, this investigator conducts complex investigations that require the handling and analysis of financial records and document-heavy cases. This position is also tasked with providing training, education, and outreach to stakeholders ( Local Licensing Authorities, Law Enforcement agencies, and Licensees). Provides information regarding the rules, regulations, and laws governing the industry to licensees, law enforcement agencies, and any other persons requesting information. Assist licensees with information to correct any identified issues.
Criminal Investigations
Plan and conduct complex investigations of criminal activity pertaining to the industry.
Initiate appropriate action based on criminal investigations.
Conduct interrogations in response to active criminal investigations.
Utilize a variety of databases to support criminal investigations.
Interview witnesses, suspects, complainants and the general public to detect, discover, and obtain additional information or evidence related to the investigation.
Make physical arrests and assist local police agencies when requested. This position works collaboratively with other investigators and outside agencies to prepare criminal case filings.
Conduct covert operations and/or surveillance to produce evidence for prosecution.
May collaborate with other investigators or law enforcement officers for high-risk situations.
Statutory Enforcement
Execute approved avenue(s) for prosecution and/or adjudication. Investigates matters by utilizing their subject matter expertise in the area of complex criminal investigations of licensees.
Execute appropriate disciplinary action as approved by the appropriate authority.
Responds to complaints, issues criminal summonses, conducts interviews of victims and witnesses, and interrogates suspects. Proactively visits businesses as an armed peace officer to preserve the peace, and prevent and discourage illegal purchase, consumption, and other violations of laws.
The investigator makes physical arrests when needed. This position works collaboratively with other investigators and outside agencies to prepare criminal case filings. Assists or augments other law enforcement agencies to ensure officer and patron safety.
This position prepares case files and testifies in criminal court, civil hearings, and administrative actions including those before the appropriate authority.
Service of Process, to include Summary Suspensions ordered by the appropriate jurisdiction or authority.
Provide security within DOR facilities as the situation dictates.
Assist local police agencies by providing law enforcement support. Only apply the appropriate use of force and deadly physical force according to policies and statutes.
Regulatory Compliance
Conduct comprehensive compliance inspections. Plans, coordinates, and executes effective complex investigations into alleged violations of Colorado Laws and Regulations. Participates in comprehensive compliance inspections to ensure that licensees, patrons, premises, records, and devices are within approved minimum guidelines and that those licensees and patrons are in compliance with Limited Gaming Regulations and Internal Control Minimum Procedures.
Determine compliance with applicable laws and regulations based upon analysis.
Conduct inspections of facilities and re-inspections of those that have had violations.
Participates in comprehensive compliance inspections to ensure that licensees, patrons, premises, records, and devices are within approved minimum guidelines and that licensees and patrons comply with appropriate Laws and Regulations necessary to ensure the integrity of the industry.
Initiates appropriate disciplinary action for presentation to the Division and the State Licensing Authority.
Administrative Duties
Prepare comprehensive detailed investigative reports and case files for court use or testimony. This position plans, coordinates, and conducts complex investigations involving multi-jurisdictional and multinational entities.
Provides training and delivers presentations to local authorities, industry parties, agencies, and the public. Maintains proficiency and qualification with firearms and other defensive tactics equipment assigned.
Prepare arrest warrants to further the investigation. Remains current on Colorado Laws and Regulations as well as pertinent criminal and civil statutory and case law.
Prepares detailed written reports for criminal prosecution. Prepare written reports detailing regulatory findings to appropriate authorities
Collect and preserve physical and documentary evidence.
Conducts pre-employment investigations on applicants seeking employment with the Division.

Must meet the following or any combination of experience/education to meet the minimum (MQ) qualifications:
Experience:
Six (6) years of full-time professional investigative experience in a regulatory environment.
AND
Must possess a valid Colorado POST certification that is active, in good standing, and free of any restrictions, suspensions, or revocations at the time of applying.
OR
Education/Experience
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years.
A b achelor's degree from an accredited institution in accounting, business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, psychology, sociology or a closely related field as determined by the Department.
AND
Must possess a valid Colorado POST certification that is active, in good standing, and free of any restrictions, suspensions, or revocations at the time of applying.

Special Qualifications:

Conditions of Employment with the CDOR :
