Summary PUERTO RICO NATIONAL GUARD TITLE 5 VACANCY ANNOUNCEMENT COLA: 2.49% DUTY LOCATION: JFHQ-PR, United States Property & Fiscal Office (USPFO), Fort Buchanan, PR Responsibilities Selected applicant(s) will be required to complete an online Onboarding process. AREA 1 = All permanent employee's members (NG T32/NG T5) within Puerto Rico Army National Guard AREA 2 = All indefinite employee's members (NG T32/NG T5) within Puerto Rico Army National Guard AREA 3 = Currently serving members of the Puerto Rico Army National Guard (M-Day) AREA 4 = Prior (former) members of the Puerto Rico Army National Guard AREA 5 = Current Federal Employees (from any agency) AREA 7 = US Citizens DUTIES: As a AGENCY PROGRAM COORDINATOR (NGT5051000), GS-0303-7, you will serve as the principal Army National Guard (ARNG) state level contact and administrator for the Government Travel Charge Card Program (Agency Program Coordinator, APC). Serves as the primary point of contact to for all matters concerning the Government Travel Charge Card Program. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates) NOTE: NG T32 employee selected for this position will not have the right to return to their former Dual Status (DS) military technician position after conversion to NG T5. National Guard military (part-time) service is considered as full-time experience when evaluated against the qualification requirements. The applicant is credited with actual number of months the member has been in the National Guard provided such service is related to the position to be filled. GENERAL EXPERIENCE: The applicant must have ONE (1) year of progressively responsible experience that demonstrates clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-06 or TEWLVE (12) months of specialized experience performing or supervising duties such as drafting policies regarding operation of the charge card program within the state; performing program oversight of all travel charge card accounts; providing documents, briefings, and reports to the appropriate level of command/supervision; providing technical supervision of subordinate Local Program Coordinators; requesting, receiving and reviewing information reports; serving as primary point of contact for debt management for the travel card program; reconciling accounts and providing detailed interpretations, suggestions for action and recommendations for improvement based on the process. Education SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements (30 semester hours or 20 classroom hours of instruction per week) for THREE (3) months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to SIX (6) months of specialized experience. Courses must be directly related to the work of the position. NOTE: Copy of official/student transcripts must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
