Work Environment:
This position is full-time, state and federally funded (funding is expected to continue indefinitely unless otherwise indicated in this posting), and is Hybrid (Remote/Home Office with a requirement to report to work location per business needs).

Position Summary:
The Adult Education Initiatives Office within the Colorado Department of Education is seeking an individual to fill the Data Specialist position within their team of 10 staff. If you enjoy supporting local education programs in collecting and reporting data, data review and compliance monitoring, and data analysis and reporting, we encourage you to apply for this role.
The Adult Education Initiatives Office serves thousands of adults 17 and older in need of a high school credential, improved English language skills and job upskilling that will lead to meaningful employment, helping to break cycles of poverty and building stronger local communities within Colorado. The Adult Education Data Specialist supports the Adult Education Initiatives (AEI) team and local grantees (school districts, non-profits, community colleges, libraries, etc.) that receive federal Adult Education and Family Literacy Act (AEFLA) and state Adult Education and Literacy Act (AELA) competitive grant funds to efficiently and effectively implement grant programming through data monitoring, data system training, data analysis, data reporting, and technical assistance activities with grantees. The data specialist also supports data collection and reporting on the Colorado Adult High School state grant program. The AEI Data team is made up of the Data Specialist and Data Manager.
The final salary is anticipated to fall within the posted salary range, however could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity.
Major Duties and Responsibilities:
Under the supervision and direction of the Office of Adult Education Initiatives Adult Education Data Manager:
Conduct weekly, quarterly, and monthly data monitoring of grantee data; communicate data errors and issues to grantees and provide clear, actionable instructions to resolve them; monitor and track completion and resolution of identified errors and issues.
Respond to grantee email questions about data rules, data reporting policies, and Colorado-specific data system customizations; direct user to data system vendor helpdesk for other inquiries.
Conduct user acceptance testing with data system vendor, tracking issues and concerns and verifying customizations and fixes meet desired specifications.
Support the maintenance of user access to the data system, including responding to and tracking new user requests, requests to disabled user accounts, and requests to modify user permissions.
Conduct daily export of assessment data for data system integrations.
Create and maintain data system user instructions, resources, and process documentation.
Research, identify and disseminate information and best practices to staff and grantees around data management, monitoring, and interpretation.
Develop and deliver data system training to local grantees including in both synchronous and asynchronous environments.
Develop data reports and visualizations (charts, infographics, dashboards, slides, etc.) and present on data-related topics.
Track and monitor grantee progress toward grant performance targets.
Provide feedback on data-related team decisions and products (e.g. funding applications & scoring rubrics, program evaluation and monitoring, assessment training, annual reports, etc.).
Maintain working knowledge of AEI team goals and projects; attend and participate in team and agency-wide meetings.
Use AEI team and CDE tools to manage projects and organize work.
Other duties as assigned by the immediate supervisor.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's degree from an accredited college or university or equivalent work/postsecondary research experience in grants management, data collection and reporting; or adult, community, or higher education OR
Two (2) years of work experience using adult education data systems for data collection, compliance monitoring, analysis, and reporting.

Experience working with or within systems serving adult learners and job seekers.
Experience in conducting program evaluation and producing reports
Experience using LiteracyPro's LACES data system or other state data systems.
Experience developing training and resources.
Experience providing technical assistance and customer support.
