THE ROLE
The Supervising Accountant position is substantially involved with the administration of funds from the Federal Highway Administration and State bond funds, as well as required federal and state reporting. The incumbent in this position will lead a team that consists of Associate Accountants, Accountants, and Fiscal Administrative Officers.
Discover the opportunity to:
Oversee tracking of authorizations/allocations/allotments for all Special Transportation Fund (STF) bond SIDs and monitoring for overprogramming.
Assist with funds management for the Local Transportation Capital Improvement Program (LOTCIP) and participate in annual program review meetings with Councils of Governments.
Serve as liaison with the Federal Highway Administration to resolve any issues related to federal agreements and obligation of funding, and to ensure compliance with Project Agreement End Dates.
Schedule, assign, review, and oversee work of staff, including coordination of activities with other units to ensure the timely completion of duties and appropriate prioritization of activities.
Establish and maintain standard procedures and documentation, to ensure compliance with protocols, regulations, and standards.
Utilize Core-CT Project Costing, EPM, Commitment Control and various reports to monitor the status of State bond funds and appropriated accounts used to fund projects.
Provide coordination and administrative support with audits or federal reviews.
Oversee Federal and State annual reporting requirements.
Develop annual reimbursement rates for monthly usage of CADD and COMPASS according to approved Narrative Cost Allocation Plans.
Prepare quarterly bond packages for allocation of funding and the Department's biennial budget requests to support the Capital Program.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for supervising staff engaged in accounting.
EXAMPLES OF DUTIES
Schedules, assigns, oversees and reviews work of staff;
Provides staff training and assistance;
Conducts performance evaluations;
Determines priorities and plans unit work;
Establishes and maintains unit accounting procedures including electronic data processing (EDP) procedures;
Develops or make recommendations on development of policies and standards;
Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
Prepares reports and correspondence;
Consults with superiors on accounting and fiscal matters;
Directs review and verification of complex financial documents, reports and statements;
Uses statistical data in evaluating cost benefit relationships;
Directs review and verification of posting to appropriate ledgers and subsidiary accounts and reconciliation of accounts and records;
May direct analysis and preparation of budget requests;
Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of
relevant agency policies and procedures;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in accounting or auditing.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been performing the most complex accounting functions OR acting in a lead or consultative capacity at the level of an Associate Accountant or Associate Accounts Examiner.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree
A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.
Certification as a Certified Public Accountant or Certified Internal Auditor may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
Experience with the Department of Transportation project administration process, understanding initiation through close out activities.
Experience presenting information to external stakeholders or senior leaders.
Experience with Excel and the manipulation of large volumes of data.
Experience using the federal Financial Management Information System (FMIS).
Experience with Core-CT modules and reports to extract and analyze funding and project level data.
Strong problem solving and time management skills.
Experience reviewing and interpreting agreements, guidance, or regulations to ensure compliance with allowable use of funding.
