JOB SUMMARY
This position is responsible for managing, overseeing, and advancing critical safety data programs and analytics initiatives within the Metro-North Office of System Safety (OSS). Central to this role is the continuous enhancement of Metro-North's Safety Management System (SMS), which is powered by robust data and analytics. The Deputy Director leads the development and application of advanced descriptive, diagnostic, and predictive analytics to identify, prioritize, and monitor safety risks. These insights directly support strategic planning and the safety risk management process, driving continuous improvement in safety performance.
The role requires close collaboration across all departments to ensure that safety analyses are comprehensive, data-driven, and aligned with operational realities. The Deputy Director also works in partnership with the Risk Reduction team to identify mitigations, monitor their effectiveness, and support the safety assurance function. Additionally, this position is responsible for establishing and tracking enterprise-wide and departmental safety performance targets.
As Metro-North's Federal Reporting Officer under 49 CFR Part 225, this position ensures full compliance with all applicable Federal, State, and MTA rules and regulations. Responsibilities include oversight of the collection, validation, analysis, and reporting of safety data related to customers, employees, contractors, and on-track incidents.
This position is expected to participate in the OSS leadership team including strategic and program planning and develop, coach, lead, and manage staff.
DUTIES AND RESPONSIBILITIES
Lead advanced safety data analyses to identify, prioritize, and monitor safety trends and emerging risks. Support the development of data-driven strategies that inform the Safety Management System (SMS) and safety risk management processes. Collaborate across departments to ensure comprehensive, accurate, and timely analysis of employee, customer, contractor, and on-track incident data. Oversee interdepartmental reconciliation, auditing, and correction of safety data, including occupational injury case reviews and coordination with Claims and operational departments. Ensure OSS data systems and reporting platforms meet end-user needs and support both regulatory compliance and advanced analytics capabilities.
Oversee the development and implementation of data models, dashboards, and analytical tools to support proactive safety decision-making, performance monitoring, and continuous improvement. Ensure these tools provide actionable insights aligned with the Safety Management System (SMS) and are accessible to stakeholders across the organization. Collaborate with internal teams to ensure data visualization and reporting platforms meet operational needs and support both strategic and regulatory objectives.
Serve as Metro-North's Federal Reporting Officer related to 49 CFR Part 225. Direct and oversee the Federal Railroad Administration (FRA) and Occupational Safety & Health Administration (OHSA) reporting of customer and employee incidents, injuries and accidents as required. Ensure all reports are compliant and submitted within all regulatory requirements.
Collaborate closely with internal stakeholders and MTA IT to ensure that safety data systems are robust, integrated, and aligned with both regulatory compliance requirements and the organization's advanced analytics objectives. This includes ensuring that data platforms are capable of supporting descriptive, diagnostic, and predictive analytics, while also meeting the technical and operational needs of end users across departments. The role involves identifying system enhancements, streamlining data workflows, and ensuring data integrity to support the Safety Management System (SMS) and safety assurance functions. By fostering cross functional collaboration, the Deputy Director ensures that safety data systems not only fulfill external reporting obligations but also serve as strategic tools for proactive safety management and continuous improvement.
Direct and provide oversight and responsibility for general business functions in support of departmental needs while ensuring compliance with regulatory requirements as well as MTA/MNR policies and guidelines. This includes, for example, departmental training needs/compliance, schedules, vehicle reports and maintenance. Oversee the department's budget management including forecasting, financial transactions, reconciliation, reimbursements, expenditures, and purchase orders, ensuring accuracy and timeliness. Support the implementation and continuous improvement of Metro-North's Safety Management System (SMS), ensuring it is both data-driven and aligned with industry best practices and federal guidance. This includes integrating safety data into all components of the SMS-safety policy, risk management, safety assurance, and safety promotion-to enable proactive identification and mitigation of risks. The role involves developing analytical frameworks and performance metrics that inform decision-making, support accountability, and foster a culture of safety across the organization.
Support other OSS divisions in data analyses and development of strategies to reduce and eliminate accidents/incidents/injuries. Support tracking to ensure all corrective actions are properly documented and tracked until timely closure.

KNOWLEDGE, SKILLS AND ABILITIES
Proven experience leading professional teams in the development and execution of data-driven safety programs, including the application of predictive and descriptive analytics .
Deep understanding of Safety Management System (SMS) principles and their application in a complex transportation environment .
Demonstrated expertise in developing and implementing enterprise-wide safety performance metrics and targets.
Experience designing and managing safety data systems, including collaboration with IT teams to ensure systems meet regulatory and analytical needs.
Proficiency in data visualization and business intelligence tools (e.g., Power BI, Tableau) and advanced Excel functions; familiarity with statistical or analytical programming languages (e.g., Python, R) is a plus.
Strong background in trend analysis, risk modeling, and performance monitoring.
Excellent project management skills, with the ability to manage multiple priorities and meet deadlines in a fast-paced environment.
Experience with strategic planning, resource allocation, and cross-functional collaboration.
Exceptional written and verbal communication skills, with the ability to convey complex data insights to technical and non-technical audiences.
Strong leadership and team development skills, with a demonstrated ability to coach, mentor, and manage performance.
Ability to work flexible hours, including nights and weekends as needed, and remain on-call 24/7.
The following is/are preferred:
Strong knowledge of 49 CFR Part 225 and other applicable FRA and OSHA reporting requirements .
Experience in the transportation industry, preferably in safety-related functions.
Prior experience as a Federal Reporting Officer or similar function
Experience developing and/or implementing safety-specific analytics, policies, procedures, and programs.
Knowledge of applicable federal and state transportation regulations including FRA, PTSB and NTSB procedures .
REQUIRED EDUCATION AND EXPERIENCE
Bachelor's Degree in Arts/Sciences (BA/BS) in business, public administration, engineering, transportation or related field. Demonstrated equivalent education, experience or technical credentials to include four (4) years may be considered in lieu of degree.
Minimum 8 years of analytical experience in regulatory compliance monitoring and safety performance data analysis .
Minimum 6 years of experience managing professional staff/diverse workforce and/or projects .
The following is/are preferred :
Master's degree in Arts/Sciences (MA/MS) in business, public administration, engineering, transportation or related field.

Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
