About the Indiana Office of Technology (IOT):
The Indiana Office of Technology provides cost-effective, secure, consistent, reliable enterprise-technology services to our partner agencies so that they can better serve our mutual customer, the Hoosier taxpayer. IOT will also act as the technology and solution enabler for the State, helping its partner agencies achieve business objectives and innovation.
Role Overview:
The DataXM Manager will contribute to establishing standardized data practices, fostering collaboration across state agencies, and supporting advanced analytics and Artificial Intelligence (AI) to enhance decision-making. This role is vital for realizing the State's vision of leveraging data as a strategic asset to prepare for AI, supporting the DataXM mission to enhance connectivity, interoperability, governance, and security of digital infrastructure through robust and secure data transmission solutions that improve outcomes for all.
Key outcomes for this role are:
Strategic Leadership & Governance:
Establish and enforce DataXM Governance: Define and implement policies, standards, and roles for data exchange and management across agencies and with external partners.
Collaborate with the Data Governance Program: Partner with the Indiana Management Performance Hub's (MPH) Data Governance Program to implement processes for cataloging data and ensuring accuracy, completeness, and consistency.
Develop and implement strategic policies: Collaborate with leadership to establish strategic policies and long-range initiatives for Data Exchange Services in alignment with the State of Indiana and IOT's direction.
Ensure compliance and mitigate risks: Implement security frameworks to ensure compliance with regulations such as HIPAA, FERPA, CJIS, and GDPR, reducing risks of non-compliance and data breaches.
Data Exchange & Integration:
Enable Data Integration and Transmission: Act to break down data silos, create unified data views from multiple sources, and drive interoperability and data sharing.
Standardize tools and platforms: Select and standardize data exchange, integration, management, governance, ETL, API, and MFT tools with a focus on scalable, secured, and governed real-time and bulk data transmission.
Manage enterprise data exchange platforms: Lead the management and maintenance of enterprise data exchange platforms like GoAnywhere, MuleSoft, and Azure Data Factory which serve IOT and other state agencies.
Facilitate seamless data sharing: Develop and enforce interoperability standards and consistent data ingestion protocols to ensure data exchanged is consistent, accurate, and ready for use.
Data Management & Quality:
Improve Data Inventorying and Quality: Partner with MPH to catalog data assets across agencies and identify critical data sources for integration into DataXM CoE strategic planning.
Operationalize Centralized Data Repositories: Enable agencies to store and access data in unified systems, promote master data management best practices, single sources of truth, and uniform identifiers.
Manage data lifecycles: Support data governance practices to manage data lifecycles across major data repositories.
AI & Data Analytics Enablement:
Drive Data-Driven Decision-Making: Support agencies in leveraging data and tools for predictive analytics, machine learning (ML)/AI, and dashboarding to facilitate enhanced decision-making.
Introduce standard tools for advanced analytics: Introduce and support the adoption of standard tools and platforms (Databricks, etc.) for advanced data analytics, enabling predictive modeling and AI implementations.
Integrate AI into data processes: Incorporate AI and ML into data exchange processes for automating data tagging, anomaly detection, and predictive analytics.
Facilitate shared dashboards and enhanced capabilities: Encourage the development of performance management and analytics dashboards (Power BI & Tableau) that pull data from multiple agencies/systems, providing a unified view for collaborative decision-making.
Data as a Service (DaaS):
Launch and optimize DaaS offerings: Develop and launch statewide DaaS offerings, allowing agencies and external partners to access shared data through standardized DataXM processes.
Implement marketing strategies: Support the implementation of a marketing strategy for DaaS, offering tiered access to data services for external partners, private sector entities, and non-governmental organizations.
Capacity Building & Collaboration:
Promote DataXM Literacy: Train state employees and onboard agency vendors on standard processes, technologies, and best practices in data exchange and management.
Engage key stakeholders: Partner with agency personnel and related stakeholders to ensure alignment and support across the enterprise and with external partners.
Provide expertise and guidance:
Serve as a Subject Matter Expert, providing interpretive value and insight into functional processes or issues, and offering hands-on guidance for technical solutions.
Salary:
The salary for this position traditionally starts at $93,022 but may be commensurate with education or work experience.

A Day in the Life:
Essential functions:
Lead DataXM strategy, governance, and standards across the enterprise.
Supervise teams and vendors; set priorities; oversee performance.
Manage secure data exchange platforms (GoAnywhere, MuleSoft, Azure Data Factory).
Coordinate statewide cybersecurity/privacy alignment (SEA 472, State Privacy Policy).
Ensure compliance with CJIS, HIPAA, FERPA, and related frameworks.
Manage incidents, escalations, data quality, and lifecycle governance.
Prepare reports, dashboards, and executive briefings.
Overall functions for this classification include:
Define?software and IT infrastructure requirements for the application software, directs staff.
Enhances operations by establishing metrics, analyzing processes, and implementing standard methodologies, tools, and best practices to ensure high-quality deliverables.
Direct?the development and implementation of information technology budgets, and/or related cost recovery methods.
Direct?the creation of feasibility studies and time and cost estimates.
Plan?and direct?the acquisition and use of information technology products, services, and resources to meet the agency's mission, goals, and objectives.
Develop and promulgate information technology policy and procedures.
Manage?the establishment of new or revised application systems and programs.
Assign personnel to projects and direct activities.
Establish?the major milestones and objectives for assigned projects and staff.
Confer?with and advises subordinates on administrative policies and procedures, technical problems, priorities, and methods.
Consult?with personnel and management in other information systems sections to coordinate activities and ascertain technology needs.
Prepare?activity and progress reports regarding the activities of the applications systems and programming section.
Prepares performance reports, leads feedback processes for peer reviews, code reviews, and design reviews.?

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Qualifications:
Bachelors or equivalent experience that is directly related to this role.
3+ years of experience in a related field as a team member or leader.
1+ years of supervisory experience is preferred, but not required.
Additional qualifications:
Expert utilization of data tools such as GoAnywhere, MuleSoft, Azure Data Factory, and Databricks.
Broad knowledge of information technology disciplines, including software and hardware.
Advanced knowledge of information technology systems, including software and hardware interactions, and the use of tools for system performance and monitoring.
Considerable knowledge of IOT's operational role and the organization of state government.
Strong understanding of data exchange, integration, and interoperability principles and practices.
Advanced knowledge of data governance, data quality, master data management, and centralized data repositories.
Proficiency in advanced data analytics, predictive modeling, machine learning, and AI concepts, with the ability to support their application.
Knowledge of data security protocols, access controls, and compliance with state and federal regulations.
Effective communication skills, both orally and in writing, including via remote technologies.
Ability to perform essential functions with or without reasonable accommodation.
A degree is not required. However, at least 5+ years of experience, including 1-3 years of supervisory experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
