Summary The Salisbury Veterans Affairs Medical Facility (SVAMC) is comprised of a medical center in Salisbury, NC is seeking a Chief, Care in the Community. This position has direct accountability to the Associate Medical Center Director (AMCD) who is a direct report to the Executive Director, Senior Executive Service (SES), Salisbury Veterans Affairs Health Care Services (SVAHCS). The incumbent has direct line responsibility such as subordinate coordinators/managers through innovative leadership. Responsibilities The incumbent serves as a full member of the local governing body participating in discussions, decisions, and policy making. Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influences the organization's mission and health care. This position has direct accountability to the Associate Medical Center Director (AMCD) who is a direct report to the Executive Director, Senior Executive Service (SES), Salisbury Veterans Affairs Health Care Services (SVAHCS). The incumbent must work in a matrix environment with responsibility to other service chiefs. Major duties include but not limited to: Administration/Personnel Management - 35% Develops and maintains annual staffing plans and assists leadership in forecasting the impact of staff changes and developing countermeasures to mitigate the effect of staff shortages on access to care. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning. The incumbent oversees the daily operation of the Care in the Community Service and ensures that local, VISN and VACO policies and priorities are being followed. Budget and Administration Management - 35% Responsible for the fiscal management and oversight of the Care in the Community Service at the Salisbury VA Medical Center with a budget in excess of over $350 million. The incumbent assists in directing the community care programs and staff regarding (a) community care programs budget planning and execution; (b) fee program and statistical reporting and analysis for financial and mission accomplishments; (c) cost and economic analysis of the Community Care Programs; and (d) human resource management. Program Management and Oversight - 30% Promotes effective vertical and horizontal communication and optimal information flow within the clinics. Establishes and maintains good relations with various groups and organizations, including other hospitals, medical societies, volunteer work groups, and the community at large Use Advanced Principles and Strategies for Access Improvement to review and provide guidance to Clinical Leads (CLs). Reviews and provides guidance to identify strategies to reduce backlog. Oversee and monitor existing or emerging workflow issues. Organizational Stewardship Provides leadership and direction to promote the development and productivity of all employees supervised. Provides support and resources to staff to carry out the organizational mission; encourage the development and training of managers and staff. Develops and maintains effective relationships with all clinical and administrative staff. Actively involve Community Care Service employees, at all levels, in identifying areas for improvement, and for membership on Task Groups. Performs the administrative and personnel management functions relative to staff supervised. Performs other duties as assigned.
