Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, Maryland. Responsibilities Conduct long-range, strategic planning efforts with internal and external partners. Develop and maintain deliberate and/or crisis plans Coordinate with intelligence and cyber defense partners to obtain relevant and essential information to inform planning analyses. Develop elements of cyber operations plans and guidance to ensure that execution and resource allocation decisions align with organizational objectives. Provide inputs for the identification of cyber-related success criteria. Provide inputs for the analysis, design, development, or acquisition of capabilities used for meeting objectives Ensure operational planning efforts are effectively transitioned to current operations Maintain situational awareness to determine if changes to the operating environment require review of the plan Submit or respond to requests for deconfliction of cyber operations in support of these real-time cyberspace operations to identify, investigate, and pose solutions Facilitate interactions between internal and external partners and key decision-makers as required to deconflict, synchronize, and integrate these last-minute courses of action in support of shared operational objectives Review, conduct, and participate in audits of cyberspace operations involving application of IdM methods and capabilities during actual cyber operations and during exercises Provide input for the development and refinement of the cyber operations objectives, priorities, strategies, plans, and programs As indicated by findings, make recommendations regarding operational planning and execution to improve efficiency and effectiveness Requirements Conditions of Employment Qualifications CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT. Specialized experience would be demonstrated by 1) Developing target audience analysis based on information such as target development and signals intelligence reporting for full spectrum cyberspace operations; 2) Conducting military planning or implementation for offensive cyberspace operations; AND 3) Supporting cyberspace or information operations programs by implementing applicable core strategies, plans and policy.
