Summary Serves as the micro hospital Lease Manager within the Administrative Section of Facilities Management Service at the Wilmington VA Medical Center (WVAMC). This position reports to the Chief, Facilities Management Service (FMS). Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION As a Lease Manager, the Program Specialist will independently analyze, plan, and execute complex micro hospital facilities lease administration, analyzing operation and maintenance activities essential to the accomplishment of the employing unit's mission Major duties include, but are not limited to: Reviews available space, equipment and resources to provide service lines with what they need to set up and maintain operation. Analyze and evaluate agency functions and activates to independently determine appropriate changes or actions required and ensure the government receives the full contractual benefits under the terms of the lease. Prepares detailed cost estimates and scopes of work for lease related projects. Read and interpret technical, legal, and engineering documents, maps, and architectural plans. Prepares budget data on leases space, establishes cost control functions, tracking of available funding, maintenance of records and historical data pertaining to the lease program. Serves as the primary point of contact with staff in WVAMC leased buildings regarding space management issues. Qualifications GS-11 SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience includes but are not limited. Serves as the facility resource for providing data, reports and analysis to service line and facility leadership to facilitate the development of facility space. Facilitate lease status and management, including operational space redesigns and improvements. Reviews available space, equipment and resources to provide service lines with what they need to set up and maintain operations. Performs short term administrative tasks in connection with planning and implementation of building management through complex lease agreements.
